N EMERGENCY RESPONSE STATEMENT

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee’s official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

GENERAL DESCRIPTION OF DUTIES

The purpose of this classification is to provide professional level project management, technical review, and contract administration services for the City’s Streets and Stormwater Department.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides professional management and technical support services to the Department; participates in design, permitting, inspection and/or public involvement in street, alley, easement, multi-modal projects involving pedestrian and bicycle facilities, utilities, stormwater, and/or other related public improvements.
Provides assistance to the Engineering Manager, Natural Resources Manager and other management staff. Manages and multitasks complex assignments and projects mostly identified within the 2018 Update of the Stormwater Master Plan, that include lake restoration, code modifications, level of service evaluations, drainage basin studies, updates to handbooks and guides, stormwater vulnerability assessments, resiliency plans, and other work. Also, manages communication inquiries, and time/budget planning.
Reviews building plans for stormwater impacts including water management systems; is familiar with the City’s Stormwater Master Plan; protects City’s interest in easements and rights-of-way, provides public safety reviews of projects desiring to impact stormwater management, is aware of local, state, and federal codes and standards related to stormwater. Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.
Communicates with City officials, supervisor, design professionals, contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Provides periodic project progress and status reporting to administrative superiors.
Maintains current knowledge of trends and developments in engineering and regulatory standards pertaining to public utilities and infrastructure, fundamentals of traffic engineering control and regulation.
Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Outlook, Excel, PowerPoint, GIS, Tyler-Munis, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Is able to work with professional consultants and contractors to deliver quality projects on time and within budget. Shall be capable of negotiating scopes of work, fee schedules and time schedules for completion of work. Shall be able to administer the terms of an agreement over the course of the project.
Conducts, verifies, and reviews technical reports and studies in support of project analysis and design; provides technical support during construction or review; verifies compliance with City policy and regulatory requirements; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
Communicates regularly and accurately with supervisor, Department team members, and City employees. Is able to identify problematic issues early and promptly develop creative solutions with the team and promote solutions to the management team.

Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Requires the ability to perform in a supervisory capacity over subordinate supervisors.

Equipment, Machinery, Tools, and Materials Utilization:

Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude:

Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude:

Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning:

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning:

Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Management, Engineering, Construction, or related field; supplemented by five (5) years of experience in design and construction management; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess and maintain a valid Florida Driver License, “Class E”, with a driving record that meets or exceeds minimum City standards.
Possession of a Professional Engineer license from the State of Florida is preferred.

OTHER REQUIREMENTS

The City of Naples is a Tobacco-Free Workplace. Physical Ability:

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements:

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, taste, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors:

Essential functions are regularly performed without exposure to adverse environmental conditions.
