PROJECT MANAGER
Macdill Air Force Base, Tampa, FL The Project Manager manages and coordinates professional services directly supporting United States Marine Corps Forces, Central Command (MARCENT), and its subordinate commands. This position oversees day-to-day operational execution of contract deliverables across a broad range of functions, including command element support, manpower, intelligence, operations, logistics, planning, and communications. The Project Manager also serves as the primary on-site lead, ensuring timely and effective support to MARCENT operations both within the continental United States (CONUS) and outside the continental United States (OCONUS). The role includes overseeing personnel, managing deliverables, supporting developing and reviewing strategic documents such as OPLANs and CONPLANs, contributing to doctrinal and policy analysis, coordinating training and educational plan development, and supporting wargaming and exercise events. The Project Manager will perform the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Lead and coordinate day-to-day execution of professional services aligned with MARCENT requirements. Serve as the primary point of contact for the site team, ensuring seamless communication and operational continuity. Support deliberate and crisis action planning efforts, including contributions to developing, reviewing, and refining OPLANs, CONPLANs, and other operational documents. Assist MARCENT staff in creating and reviewing strategic plans, doctrinal documents, and operational policies. Oversee the implementation of training and educational plans that align with MARCENT’s strategic goals and evolving mission sets. Support planning, coordinating, and executing wargaming events and operational exercises, including integration with intelligence, logistics, and communications functions. Ensure compliance with contractual requirements, quality standards, and performance objectives across all support areas. Provide leadership and management of multidisciplinary support teams to ensure aligned execution of tasks and deliverables. Report on performance metrics, identify process improvements, and recommend solutions to enhance mission support outcomes. Support the coordination and deployment of personnel and resources to both CONUS and OCONUS locations as MARCENT operational needs require. Maintain awareness of current and emerging operational priorities and adjust support strategies accordingly.
EDUCATION
High School Diploma Required Completion of Professional Military Education (PME) appropriate to rank at separation or retirement Bachelor’s degree preferred Certification as a Project Management Professional (PMP) preferred
EXPERIENCE
Former senior enlisted or officer (SNCO or above) with extensive experience in operational and strategic military roles preferred Minimum 15 years of military service with experience in joint and service-level planning, operations, and command support Demonstrated knowledge of USMC and joint operational planning processes (e.g., JOPP, MDMP, CONPLAN/OPLAN development) Experience supporting high-level headquarters staff functions, especially within
CENTCOM AOR
Familiarity with strategic wargaming, doctrinal review, and policy analysis processes Experience in coordinating multidisciplinary teams in both CONUS and OCONUS environments
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities Ability to support and contribute to operational planning efforts, including developing and refining OPLANs, CONPLANs, and crisis action plans. Experience conducting doctrinal and policy reviews in support of operational objectives and mission alignment. Skilled in coordinating and supporting wargaming exercises, training development, and execution of educational plans across CONUS and OCONUS locations. Proficiency in staff coordination across command functions (G1-G6), emphasizing manpower, intelligence, operations, logistics, and communications integration. Familiarity with CENTCOM and USMC planning frameworks, including joint and service-level planning processes. Strong organizational and project management skills to oversee deliverables, track milestones, and align team performance with contract requirements. Advanced proficiency with collaboration tools (e.g., SharePoint, MS Teams) and Microsoft Office applications (Word, PowerPoint, Excel, etc.). Strong written and verbal communication skills, with the ability to produce clear, concise briefings, reports, and strategic documents.
