    ProjectManager Preferred Skills:

    Project ManagerResponsibilities:
    • The Senior Project Manager will providedirection and leadership to the project team members for thePlanning, Accounting Ledger Management System (PALM) project asassigned by the Agency.

    The PALM project is a highly cross-matrixedand medium to high complexity project. The Senior Project Managerwill need to work across multiple IT groups and with multiplebusiness teams to accomplish project objectives and help deliverthe project on time and within budget. Lead and manage all phasesin the project management lifecycle, from project initiation toproject completion.

    • Establish and manage project scope to ensureproject executes and completes according to project qualitystandards on time and within budget.
    • Consult, advise, and directcross-functional teams that align to the defined project structure.
    • Manage project activities through the entire project lifecycletoward ensuring all programmatic, technical, security, regulatory,financial, and time requirements are met or exceeded.
    • Developproject artifacts/documents based on OMI standards to meet projectoversight, and compliance requirements (DST, OPB, and Legislature)
    • Communicate consistently and effectively with the project team,Executive Steering Committee (ESC) and stakeholders on projectstatus via status reports, status meetings, emails and otherchannels as defined in the project communication plan.
    • Create,manage, track and report project schedule (using MicrosoftProject), including dependencies, milestones, deadlines, and otherinformation that may affect delivery or quality of the project.
    • Identify, track, and manage issues and risks; provide mitigationstrategies and contingency plans; makes decisions and suggestalternative solutions based on available resources, options, andbest practices.
    • Calculating and reporting project earned value,cost performance index, and scope performance index.
    • Reviewdeliverables for accuracy and completeness working with the vendorproject team to address deficiencies.
    • Effectively engage with theproject team to address inter-department dependencies and bring toresolution conflicts of priority.
    • Effectively manage operationalconstraints and project product deployments across multiple andprogressive rollouts.
    • Collaborate with internal APD resources,including in-house Deputy Director of Budget and Planning, ContractManager, Information Security Manager and Inspector General toensure completion of project within applicable regulatory, legal,and security requirements.
    • Identify business objectives todevelop benefits realization table to measure project success.
    • Guide and manage operational teams post project-product deployment,beginning with the first roll-out.
