Job Description

Position Overview We are seeking an experienced Project Manager to join a large and complex local government organization. This role is positioned within the Information Technology Department and is focused on supporting the implementation of a complex, large-scale application. The selected candidate will collaborate closely with a diverse team of software developers , business analysts , and a Program Manager to manage and control a county-wide IT project. Responsibilities include traditional project management duties , acting as a Scrum Master , applying Agile methodologies , and liaising directly with customers and vendor solution providers throughout the project lifecycle. A deep understanding of business processes and project management best practices is essential to provide optimal solutions through the deployment of a vendor software package. Key Responsibilities Lead and manage end-to-end software implementation projects using both Waterfall and Agile methodologies. Perform Scrum Master responsibilities such as sprint planning, daily stand-ups, demos, retrospectives, and maintaining a lessons learned log. Collaborate with cross-functional stakeholders to define project scope, requirements, and technical deliverables. Produce high-quality project documentation including Project Charters , RACI matrices , status reports , user stories , and requirements documentation . Utilize the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Project , Teams , and SharePoint for effective communication, collaboration, and project tracking. Manage relationships with software vendors , including coordinating product demonstrations and overseeing implementation efforts. Conduct business process analysis , identify improvement opportunities, and recommend process enhancements. Assist in change management activities, including training, transition support, and impact analysis. Work with stakeholders and technical teams to develop user stories , technical specifications, and innovative solutions. Coordinate and support testing efforts , ensuring comprehensive test plans are developed and executed. Maintain clear and effective communication with all project stakeholders through regular updates and presentations. Promote continuous improvement through post-implementation reviews and system performance evaluations. Identify and proactively mitigate risks and issues , escalating critical concerns as necessary. Required Experience & Skills 7+ years of experience managing complex IT software projects within large organizations. Demonstrated success in project delivery across the full software development lifecycle. Hands-on experience with Scrum Master activities ; Scrum Master certification preferred. Strong collaboration and stakeholder management skills across various departments and disciplines. Excellent writing and verbal communication skills with the ability to clearly convey ideas and requirements. Experience managing remote or distributed teams . Strong analytical and problem-solving capabilities. Minimum Education & Certifications Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field.

PMP, CSM

, or an equivalent certification is a strong plus. Additional relevant work experience may be substituted for the required college education on a year-for-year basis.
