Jefferson County Drainage District No. 6 is seeking a full-time General Manager, serving as the Chief Operating Officer, to provide strategic leadership, oversight, and direction for the District, ensuring compliance with all applicable federal and state statutes. The desired start date for this pivotal role is August 1, 2025. About Jefferson County Drainage District No. 6 Established in 1920, Jefferson County Drainage District No. 6 is vital to managing storm and flood waters, draining, and reclaiming overflowed lands across a significant portion of northern Jefferson County, Texas. Our mission is to provide effective flood damage reduction projects while upholding community and natural values. We accomplish this by devising and implementing Hazard Mitigation Plans and diligently maintaining our extensive infrastructure of over 1091 linear miles of streams, ditches, and outfalls. The District is governed by a 5-member Board of Directors, to whom the General Manager/Chief Operating Officer reports. Responsibilities The General Manager will be instrumental in guiding the District toward strong operating results, fostering growth and expansion in a fiscally responsible manner under the direction and approval of the Board of Directors. This role demands a proven leader with progressive leadership experience, ideally within public administration, who can effectively manage a large, labor-intensive workforce. Collaboration with political officials, governmental entities (local, state, and federal), civic and business leaders, and property owners is paramount.

Key responsibilities include:
Strategic Drainage and Flood Control Oversight:

Directing and coordinating activities to achieve optimal drainage efficiency, effectiveness, and operational safety, with a strong focus on flood control projects.

Hydrologic & Hydraulic Project Management:

Leading the planning and implementation of flood control projects, including those requiring grant funding and complex engineering analysis.

Inter-Agency and Public Coordination:

Meeting with governmental agencies and the public to identify drainage needs, coordinate projects, and build positive public relations for the District.

Financial Management:

Preparing and directing all financial activities, including the annual budget, and advising the Board of Directors on District operations, plans, and programs.

Leadership and Team Management:

Coordinating all activities through subordinates and supervising management and other personnel.

Regulatory and Legal Compliance:

Coordinating with legal counsel on land acquisitions and matters pertaining to state and federal legislation and regulations.

Grant Acquisition and Management:

Planning and organizing grants and financing for flood control projects, with an emphasis on securing State and Federal Grants.
Preferred Qualifications We are seeking a candidate who brings a strong blend of leadership, administrative, and technical expertise, with a particular emphasis on water resource management.
Extensive Experience in

Water Resource Management:

Demonstrated expertise in hydrologic/hydraulic modeling, flood plain mapping, and water quality modeling.

Proficiency with

Specialized Software:

Hands-on experience with relevant software such as PCSWMM, Culvert Master, HECRAS, Info Sewer, Autodesk S&SA, ArcGIS, AutoCAD, and Microstation.

Project Management & Analysis:

Proven ability in conducting field investigations, preparing stormwater management reports, and developing detailed drainage models for large-scale infrastructure projects.

Financial Acumen:

Experience in developing and implementing annual budgets and managing long-term investments.

Board-Level Collaboration:

A proven track record of success in working with Boards of Directors.

Grant Funding Expertise:

Experience with both State and Federal Grants, including application and implementation.

Land Acquisition & Legal Coordination:

Working knowledge of land acquisition processes and experience collaborating with legal counsel.

Understanding of Local Watersheds:

Comprehensive knowledge of the area and its watersheds, with experience in flood control and planning.

Educational Background:

A college degree or higher is preferred, with strong emphasis placed on candidates who are a Registered Professional Engineer with significant experience in financial management. Equivalent relevant experience may also be considered.
