What You’ll Do:
Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB’s Sophisticated Contracting Approach (SCA). Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction. Assists with client project scoping and contract negotiations. Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects. Implements the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives. Performs coordination with managers on project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews. Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for strategic and mini-mega projects in accordance with HNTB’s Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic and mini-mega projects to the client as well as general presentations within the industry and community. May be responsible for the recruitment, hiring, development, and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession. Performs other duties as assigned.

What You’ll Bring:
Manage the development of SE documentation (SEMP’s ConOps, etc.) required by FHWA. Review and comment on System Engineering Documentation prepared by Local Agencies for LAP/JPA projects. Coordinate with Work Program to include TSM&O related projects into the 5-year Work Program. Coordinate with the Central ITS Office to identify funding opportunities for
TSM&O/ITS
related projects. Manage the development of Master Plans and Implementation Plans to identify the deployment of
TSM&O/ITS
projects. Participate in 4P scoping process to ensure existing and proposed
TSM&O/ITS
facilities are identified. Develop Scope of Services and anticipated staff hours for TSM&O related projects. Manage the preparation of preliminary design documentation for Design-Build Construction Projects, and final design for Design-Bid-Build Construction Projects. Provide PM support in the selection process for Design-Build Projects. This includes responding to Pre-Bid Questions and revising the contract documents as needed. Provide support to the FDOT PM during Consultant Staff hour negotiations for design projects managed by In-house Design. Provide Construction Liaison services during the Construction Phases of
FDOT TSM&O/ITS
projects and of local agency
JPA/LAP TSM&O/ITS
projects. Provide support to District Ops Centers during construction and Permit projects to alleviate conflicts with existing
TSM&O/ITS
infrastructure. Develop and update project status in PSEE. Provide review and comments of ROWSTAR Tower projects in ERC. Coordinate the implementation of ITSFM for
FDOT FMS/ATMS
projects. Manage the development of Memoranda of Agreements (MOAs) between the Department and local agencies for
TSM&O/ITS
projects. Attend Vendor Technology Meetings /demonstrations and Consultant Marketing Meetings. Respond to public inquiries regarding planned or existing
TSM&O/ITS
deployments. Provide coordination and assistance to Local Agencies for
TSM&O/ITS
related initiatives. Participate in and provide support for various Central Office
TSM&O/ITS
technical teams such as the Statewide Traffic Arterial Management Plan (STAMP) Team, the ITS Working Group Team, and TSM&O Task Team, etc. Respond to Public Records Requests for
TSM&O/ITS
issues. Coordinates with Tallahassee for the Implementation of Central Office initiatives such as Automated Traffic Signal Performance Measures (ATSPM), Wrong Way Vehicle Detection Systems (WWVDS), and Truck Parking Availability Systems (TPAS). Research and analyze potential
TSM&O/ITS
technologies and strategies. Coordinate with State Traffic Engineering Research Laboratory (TERL) for the deployment of pilot projects utilizing new
TSM&O/ITS
technology. Provide presentations regarding
TSM&O/ITS
initiatives on an as-needed basis to MPO’s, local boards, Technical Advisory Committees, and Citizen Advisory Committees.
