Major Functions The County of Volusia is seeking a Projects Coordinator for Recovery and Resiliency. This is a grant funded position which will be located primarily in DeLand, FL. The position will be responsible for assisting with implementation of infrastructure, mitigation, and multifamily related federal program activities as a result of damage from eligible Presidentially declared disasters. Specifically, the selected candidate will contact applicants to schedule appointments, receive, review and process program applications, determine client income and program eligibility, prepare client agreements and program assistance estimates, track application status, update internal progress spreadsheets and databases. This position is grant funded and will conclude when the scope of the position is no longer necessary. Illustrative Duties (

Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned. Rental Repair Application Review Monitors and assists with application intake for the Rental Repair Program. Communicates regularly with applicant to ensure required documentation is received. Maintain and update the System of Record with application statuses, notes, and follow-up actions. Infrastructure Project Assistance Facilitate communication between local governments, non-profit organizations, and the County itself. Track project milestones and deadlines, and report on progress to leadership. Maintain accurate and up-to-date records of project activities, changes, and approvals.
Conduct or assist with site inspections to monitor construction progress and compliance with plans and regulations.
Identify issues or discrepancies in project work and propose solutions.
Manage and track necessary permits and approvals required for project completion. Multi-Family Project Assistance Assist in the development of project plans, including timelines, budgets, and resource allocation.
Track project milestones and deadlines, and report on progress to leadership. Maintain accurate and up-to-date records of project activities, changes, and approvals.
Serve as a point of contact for contractors and vendors. Minimum Requirements Graduation from high school or Vo-Tech school or possession of a GED; AND two (2) years’ experience in building maintenance or project/contract management. A comparable amount of education, training, or experience may be substituted for the minimum qualifications. The preferred candidate, having met the minimum requirements, will have experience implementing federal and state grants. •Must possess and maintain a valid Florida driver’s license. Knowledge, Skills & Abilities Knowledge of the principles, practices, tools, supplies, materials, equipment, and personnel required for building maintenance and construction.
Knowledge of all skilled trades. Knowledge of cost estimating and maintenance methods and techniques.
Ability to read blueprints to determine amount and type of materials required.
Ability to read and understand grants and/or contracts.
Ability to plan, direct, and supervise the work of skilled and unskilled employees.
Able to submit and maintain accurate records and reports.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain effective working relationships.
Ability to work under stressful conditions.
Ability to interact effectively with others.
Demonstrated computer skill in area of assignment.
Must be able to relocate to other county locations based upon operational needs.

Mental Demands:
Ability to read and comprehend technical manuals, safety instructions and procedures, schematics, blueprints, layouts, instructions, memos, contracts, grants and letters. Ability to perform shop math. Ability to write instructions, summaries, reports, memos, letters. Ability to speak clearly and concisely.
Physical Demands:
Ability to stand, lift 50 pounds, stooping, crouching, pulling, pushing, kneeling, reaching overhead, climbing, crawling, bending, reaching, hearing and visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle.
Environmental Demands:
Both inside and outside work. Ability to tolerate wind, heat, humidity, cold, dust, fumes, odors, rain. May involve exposure to closed, confined spaces, chemicals, and biting insects.
