Job Purpose:
We are seeking a skilled Project Manager to join our flexible resource pool. This individual will be assigned to various departments within the State of Maine based on project needs. The Project Manager will be responsible for handling multiple concurrent projects using structured methodologies like Agile. This includes managing stakeholder communications, project planning, and risk management. The role requires strong independent judgment, adaptability, and leadership across teams and departments.

Key Responsibilities:
Project Management Deliver outcomes for small to mid-level projects within established timelines and quality expectations. Create and manage project documentation and assets, even for handoff to other executing project managers. Oversee assigned project teams and clarify roles and responsibilities. Identify key stakeholders and maintain effective communication throughout the project lifecycle. Translate high-level project ideas into clearly defined scopes, objectives, and deliverables. Secure resources by working with department leaders and assign team roles for successful project execution. Develop clear reporting and communication frameworks to track risks, issues, and progress. Align future state outcomes with business goals and define measurable success criteria. Collaborate with business units to ensure their needs are reflected in functional and technical requirements. Monitor the delivery of business requirements through development, testing, and implementation stages. Apply quality management principles, perform reviews, obtain approvals, and initiate corrective actions when necessary. Maintain thorough and up-to-date project documentation. Share and promote project management best practices among peers. Leadership Build and maintain positive working relationships with teams and partners involved in deliverables. Support organizational change efforts and adapt to evolving project landscapes. Lead project teams by organizing tasks, managing time efficiently, and guiding members toward goals. Recommend effective solutions to avoid delays and maintain project timelines. Share insights and mentor others to foster project management growth within the team.
Required Skills & Experience:
Bachelor’s degree or equivalent combination of education and experience. At least 5 years of proven project management experience. Strong knowledge of project management principles and a general understanding of the software development lifecycle (SDLC). Familiarity with government environments or public sector operations is highly preferred. Ability to navigate both technical and business settings effectively. Proficiency in project management tools and advanced PC applications (Word, Excel, PowerPoint, etc.). Strong problem-solving and analytical thinking with attention to both detail and big-picture strategy. Effective communication skills tailored to different audiences and formats, internally and externally. Demonstrated success in building consensus, managing stakeholder expectations, and resolving challenges. Previous experience managing vendor relationships is a plus.
