OVERVIEW

The State of Maine Project Management Office (PMO) seeks a talented individual with a strong project management background, adept facilitation skills, and responsive communication styles to join our growing, dynamic, and collaborative team. This position will be responsible for several concurrent projects spanning multiple agencies, offices, and teams. The efforts range from impact assessment to implementation and use of defined project methodologies that require independent judgment, initiative, and discretion. The Maine PMO has a supportive culture of creativity and a commitment to successful project execution.

ABOUT THE JOB DETAILS

PMO Project Managers support a broad portfolio of Maine’s strategic initiatives, supporting all sixteen agencies under the Executive Branch. As a member of the Project Management Team, you will have the opportunity to work with a dynamic group of internal/external business partners and be accountable for leading project teams to achieve their high-quality deliverables. This position will be responsible for several concurrent projects spanning multiple agencies, offices, and teams. A professional project manager should be able to manage a project without extensive knowledge of the subject matter. We recognize that quality project initiation is critical to the success of projects and initiatives. The position will manage initiatives through the project lifecycle after a business case has been finalized. The PM will participate in defining the scope, dependencies, and project approach following PMBOK standard best practices. Responsibilities may include initiating, developing, organizing, and producing project plans; detecting risks; managing budgets, influencing/developing and implementing policy and procedure changes; identifying comprehensive strategic policies and methods that support operational business requirements; managing project audits, assessments, corrective actions, and best practices. Use of the PMO’s project management suite will be required. This position is responsible for mentoring others and contributing to the continuous improvement of project management knowledge and skills in the organization.

WHAT WILL YOU DO?
Project Management:

+ Deliver results for small to mid-sized project initiatives within established timeframes and quality measures. + Identifies project stakeholders and manages communication with the project stakeholders. + Consult business leaders to translate a project idea into a defined project with goals, objectives, and scope. + Develop and implement communication and reporting mechanisms to manage issues, risks, and the timely delivery of initiative results. Translates project goals/objectives into a defined future state and project success measures that can be understood by project stakeholders, project teams, and others. + Ensure business needs and objectives are effectively captured in functional and non-functional business requirements for a system and/or process/workflow. + Oversee business requirements to meet expected business solutions and trace the delivery of requirements through testing and final implementation + General understanding of business requirement management and quality management. + Ensures that project documentation is complete and current. + Articulate project management best practices with peer groups where applicable.

Leadership:

+ Proactively establish and maintain cooperative and productive partnerships on current projects/deliverables + Organize and guide the activities of the project team. + Direct project resources on assigned tasks and ensure clarity of project roles and responsibilities. + Prioritize tasks to meet deliverables and commitments on time. Ensures that project members’ time and experience are well utilized. Recommend alternatives/options to minimize any schedule delays. + Promote the benefits of change, act as a catalyst for change within the organization, and adapt to changes imposed by others. + Share project experience/knowledge and mentor others to help build project management skills.

Preferred Skills:

+ Familiarity and experience with business development, software operations, and technology/security initiatives. + In-depth knowledge/understanding of the PM methodology and a broad understanding/awareness of Software Development Life Cycles (SDLC)methodologies. + Experience with vendor management is preferred. + A strong understanding of government organization is preferred. + Strong ability to work effectively in a business or technical environment. + Effectively uses technical project management tools. + Strong initiative and ability to set stretch goals. + Strong ability to negotiate effectively with business and IT partners on business requirements and timeframes for mid-size initiatives. + Strong ability to rally support among peers and work effectively within challenging situations. + Strong analytical and problem-solving skills and the ability to balance the need to gather detail with the need to solve the problem. + Strong general management skills including: + Strong conflict resolution and negotiation skills. + Strong facilitation and elicitation skills. + Strong consultative advisory skills. + Strong ability to effectively articulate difficult ideas and concepts through clear and concise verbal and/or written communication. + Strong ability to identify and apply different communication mediums based on content and an audience at all levels (both internal and external to Maine gov.) to achieve intended goals. + Advanced PC/Microsoft Office skills required (Excel, PowerPoint, Word, etc.) Familiarity with Project, Visio, and other professional management tools.

MINIMUM QUALIFICATIONS

+ Five (5) years project management work experience is required. A minimum of five years of project management experience is required regardless of educational attainment; Related training, internship experience, etc. may be credited as related experience on a month-per-month basis. Preference will be given to those who possess expereince in a public service environment, preferably with a technology related field.
