Project Manager Southeastern Industrial Construction, LLC DBA Seven Seas Construction and Development Vicksburg, MS 39183

Position Summary:

The Project Manager (PM) is responsible for the overall leadership, administration, execution, and completion of federal construction projects for the U.S. Army Corps of Engineers (USACE) within the Vicksburg and Jackson, Mississippi regions. The PM ensures project performance in terms of safety, quality, schedule, and budget while maintaining strict compliance with contract documents, USACE specifications, and federal regulations.

Key Responsibilities:
Project Execution:

Plan, direct, coordinate, and manage all construction activities to ensure successful project delivery in accordance with USACE contract documents and the approved schedule.

Compliance:

Ensure strict adherence to USACE standards, EM 385-1-1 Safety and Health Requirements Manual, FAR (Federal Acquisition Regulation), and applicable local, state, and federal regulations.

Cost Management:

Develop and manage project budgets, forecasts, and cost reports; identify cost trends and implement corrective actions.

Scheduling:

Develop, maintain, and update critical path method (CPM) project schedules; coordinate all activities to meet or exceed project milestones.

Subcontractor Management:

Procure, manage, and coordinate subcontractors and suppliers; review submittals and ensure timely approvals in accordance with

USACE RMS/QCS

systems.

Risk Management:

Identify project risks early and implement mitigation strategies to protect project delivery and client relationships.

Quality Control:

Support and collaborate with on-site Quality Control Managers (QCM) to ensure strict compliance with the approved Quality Control Plan (QCP).

Safety Leadership:

Promote and enforce a strong safety culture; work closely with Site Safety and Health Officers (SSHO) to implement and oversee the Accident Prevention Plan (APP).

Stakeholder Communication:

Serve as the primary point of contact with USACE Contracting Officers (KO), Contracting Officer Representatives (COR), and other project stakeholders; attend and lead meetings (e.g., Pre-Construction Conferences, Coordination Meetings, Progress Meetings).

Documentation and Reporting:

Manage all project documentation including RFIs, submittals, change orders, daily reports, pay applications, and closeout documents through RMS/QCS and Procore (or other platforms as required).

Qualifications:
Required:

Bachelor’s Degree in Construction Management, Engineering, Architecture, or related field; or equivalent military/industry experience. Minimum 5-7 years of construction management experience on vertical and/or civil USACE projects. Demonstrated experience successfully managing projects ranging from $5 million to $30 million . Strong knowledge of USACE systems including RMS/QCS. Proficiency with construction management software (e.g., Procore, Primavera P6, MS Project). Ability to read and interpret construction drawings, specifications, and contracts. Excellent written and verbal communication skills. Strong leadership, negotiation, and organizational abilities. Must have a valid driver’s license. Ability to travel to project sites within the Vicksburg and Jackson, MS region.

Preferred:

OSHA 30-Hour Construction Safety and Health Certification. Familiarity with EM 385-1-1 and federal quality and safety standards. Current or previous security clearance (preferred but not required). USACE Construction Quality Management (CQM) for Contractors Certificate (or willingness to obtain prior to project start). Previous experience on IDIQ, MATOC, or SATOC contract vehicles.
