General Description:

This is a professional position. Under general direction, the incumbent performs work of considerable difficulty in planning, directing, managing and integrating the operations of the Capital Projects division within the Department of General Services; provides a variety of functions and programs related to managing capital projects from inception to completion; performs related work as required.

Organization:

The Capital Projects Division Manager reports to the Director of General Services & Capital Projects.

Essential Functions:

Plan, manage and direct the county’s comprehensive capital planning and construction programs including CIP development, space planning, scope development, design, construction and renovation activities, facilities condition assessments, and major maintenance planning & execution.
Attends meetings and public hearings to provide necessary technical expertise for development of capital projects.
Develop preliminary designs and prepare cost estimates.
Manage capital projects from inception through completion.
Develop and maintain positive working relationships with department heads and other stakeholders; communicate strategically and proactively with stakeholders.
Prepare and present reports both written and verbally to the agency heads, County Administration, and Board of Supervisors;
Coordinate preparation of annual CIP Budget submittal.
Manage work assignments, project scheduling, and budgeting associated with planning, construction, and major program activities.
Make recommendations regarding capital planning and project execution items.
Provide regular reports to management.
Direct the activities of capital project managers and field coordinators.
Oversee energy management functions and provide technical assistance to optimize facilities efficiency.

Knowledge, Skills and Abilities:

Considerable knowledge and expertise in the application of the principles and practices of engineering and/or architecture as related to capital projects; of principles, practices and techniques of engineering plan review, construction inspection, capital projects and project management as they apply to a public agency; of methods, materials and techniques for the design and construction of public projects; of relevant Federal, state and local laws, regulations and technical requirements; of principles and practices of public administration, including budgeting, purchasing, contract administration and maintenance of public records; of principles and practices of effective management and supervision. Ability to work independently; to plan, budget, schedule, direct, manage, coordinate and integrate the work of multiple functions providing plan review, construction inspection and capital projects services; to prepare related designs, estimates and specifications; to define complex management, fiscal, budget and strategic planning issues; present proposals and recommendations clearly, logically and persuasively in public meetings; to represent the County effectively in negotiations and other dealings on a variety of difficult, complex, sensitive and confidential issues; to prepare clear, concise and comprehensive correspondence, reports, studies and other written materials; to exercise sound, expert independent judgment within general policy guidelines; to exercise tact and diplomacy in dealing with sensitive and complex issues and situations; to establish and maintain effective working relationships with all levels of county management, the Board of Supervisors, consultants, vendors, contractors, employees, the public, and others encountered in the course of work; to supervise, train and evaluate the work of staff.

Education, Experience and Training:

Bachelor’s degree in architecture, engineering, or a related field; seven years of progressively responsible experience in commercial and/or government facility construction and renovation capital project management, including five years in a leadership capacity; or an equivalent combination of training and experience.
