Primary Purpose of Position:
Are you looking for a dynamic work environment where you can grow and make an impact? The Department of Natural and Cultural Resources Capital Projects division is seeking a dedicated, professional, and skilled Architectural Project Manager. The Architectural Project Manager manages the design and construction process for capital improvement and renovation projects of moderate to large complexity, scope, and size; represents the interests of the end user throughout the planning, design and construction process, with emphasis on customer service. This is professional architectural work with responsibility for the design and/or plan review and project management of a wide range of the largest and most complex capital improvement renovation or new construction projects. The primary emphasis of this role is in the programming and design phase of a project although duties and responsibilities may also include construction management and contract administration. Key Responsibilities include but are not limited to: Coordinating, scheduling, estimating and managing the complete design package including designing and reviewing designs, and contracting out or coordinating the review of the structural, environmental, mechanical, and electrical engineering portions of the design.
Conducting needs assessments, project feasibility studies, programming, master planning, and preparing initial cost estimates and project justification statements.
The schematic design, design development and construction drawings are reviewed for meeting programming, aesthetics, spatial relationships, functionality, building codes, materials use, constructability, maintainability, life safety codes, special codes or design standards, and accepted architectural standards.
Act as the principal liaison for assigned projects, assemble all review comments, monitor compliance, and review design change orders.
Inspect buildings for renovation, repair and code compliance needs, conduct research into new materials and design/construction techniques, review and evaluate potential sites, write and negotiate design contracts, assess equipment needs, prepare bid lists, analyze bids, develop design standards, and interview and select outside designers.
Work may also include preparing contract documents, site planning, and supervision and work direction of lower-level positions.
Ability to communicate effectively both orally and in writing, and to establish and maintain effective working relationships.
Position/Physical Requirements:
Typical work schedule: 8-hours shifts. Monday -Friday.
Employee is considered “Essential/Mandatory Staff” and required to work on adverse weather days, during emergencies, and may be called to work special events.
Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.
Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects with or without a reasonable accommodation. Qualified candidates must have or be able to: Thorough knowledge of the principles, practices and theories of architecture and design. Thorough knowledge of materials, construction techniques, codes and standards, soils, project management, and of the laws and ordinances pertaining to the design, construction and renovation of buildings and other facilities. Ability to architecturally design and/or review the designs of outside consultants and to read and interpret all associated plans, codes and specifications. Ability to conceive design solutions, to estimate costs, schedule and coordinate projects, and to technically direct others and review and evaluate their work. Ability to communicate effectively both orally and in writing, and to establish and maintain effective working relationships
Management Prefers:
Applicants with architectural or capital project management experience. Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. See of oshr.nc.gov/experience-guide for details. Bachelor’s degree in architecture or an engineering discipline related to the area of assignment from an appropriately accredited institution AND
three years of related experience as a registered architect; OR an equivalent combination of training and directly related experience. Necessary Special Qualifications – Valid license to practice architecture granted by the North Carolina Board of Architecture.

The Capital Projects Unit was established for the purpose of coordinating the Department of Natural and Cultural Resources’ Capital Improvements Program, which includes all capital improvements regardless of funding source. It is the responsibility of the Capital Projects Unit to assure the department’s compliance with all procedures and requirements set forth by the Department of Administration, State Construction Office, the Department of Insurance, the State Budget Office, and general statutes relating to the Department of Natural and Cultural Resources’ Capital Improvements Program and construction projects. The Capital Projects Unit is headed by the Capital Projects Director and is under the direct supervision of the Chief Deputy Secretary of the Department of Natural and Cultural Resources.
