Current temporary employees working in NC state government or in the UNC System will also be considered. The Project Management Advisor (PMA) provides oversight and governance of state agency Information Technology (IT) projects, programs, and portfolios by working closely with agency Project/Program Managers, Project Sponsors, Business Owners, Chief Information Officers (CIOs), Project Management Organizations (PMOs), Portfolio Managers, and Project Team Members to enable the state review and approval process, facilitate resolution of issues, identify risks and roadblocks, provide early warning if a project is likely to fail, help identify project risk, and provide project status assessment and summary reports in the form of dashboards and briefings. These tasks are accomplished by applying professional experience and industry best practices, providing guidance to agencies, and oversight and visibility of IT projects/programs to and on behalf of the State CIO, Deputy State CIO and EPMO Director. The PMA works closely with the agency PMOs, portfolio managers and project/program managers to ensure consistency and transparency in how the state approaches project risk, change in project scope, schedule or budget, statewide IT procurement, enterprise architecture requirements, enterprise security standards, project management best practices and how to properly establish IT projects and programs to meet quality assurance standards. Duties include, but are not limited, to: Regularly analyze, assess, and report on IT projects and programs within their assigned portfolio F acilitates required state level coordination to enable the review and approval process and is responsible for the identification, management and resolution of enterprise level risks and issues Employ the EPMO’s Quality Management System to ensure assigned IT projects and programs are executed based on the State CIO’s established standards and industry best practices for project/program management and IT About the Division The Enterprise Project Management Office ( EPMO ) provides professional oversight and governance to facilitate successful Information Technology (IT) programs and projects through assessing projects and facilitating resolution of issues, risks, and roadblocks and by providing early warnings if a project is likely to fail. The EPMO also provides training, coaching, advising, and mentoring to agency IT Program and Project Managers to facilitate successful IT programs and projects. The EPMO does this through applying professional knowledge, experience, and best practices, and by providing full and complete information on IT projects to the State Chief Information Officer ( SCIO ). The EPMO also engages agencies in understanding and applying IT portfolio management concepts to IT programs, projects, and investments (plans and budgets). This is done through IT Portfolio Management assistance, which provides agencies with financial, technical, and management personnel with a knowledge and understanding of the theories, concepts, and disciplines of portfolio management. To qualify for this position, applicants must document on the application that they possess ALL of the following: Demonstrated experience leading IT projects and/or coordinating with internal teams and/or external agencies to deliver complex technology solutions Demonstrated experience managing IT portfolios and/or projects using quality standards, Agile or Waterfall methodologies, and/or industry best practices Demonstrated experience developing IT business cases, tracking budgets, monitoring project schedules, and/or overseeing successful project close-outs Demonstrated experience identifying and/or managing technology risks, procurement needs, change requests, and/or issue resolution throughout project lifecycles Demonstrated experience utilizing IT tools such as Touchdown, Microsoft Project, SharePoint, Power BI, Power Apps, Power Automate, Teams, and/or Excel for project planning and reporting The following Management Preferences are not required, but applicants that possess these skills are preferred:

PgMP, PMI ACP, Agile, Scrum, ITIL, Six Sigma and/or

ISO 9001

certifications Experience using Agile tools (I.e. Jira, Asana, Trello, Azure DevOps, etc.) Experience mentoring, coaching, training and teaching Project/Program Managers regarding project management industry best practices Bachelor’s degree in computer science or a related IT field, business administration, project management, or closely related degree from an appropriately accredited institution and four years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
