Full Job Description JOB Recruitment Range:

The Division of Mental Health, Developmental Disabilities and Substance Use Services is the designated Single State Agency (SSA) and State Mental Health Authority (SMHA) charged with responsibility for developing, providing and overseeing publicly supported and publicly regulated mental health, developmental disabilities and substance use disorder services in North Carolina. collaborates with other state agencies within and outside of NC DHHS to improve services and supports related to mental health, substance use and intellectual and other developmental disabilities.

The Substance Use Prevention, Treatment and Recovery Section is responsible for overall policy and practice planning for substance use disorders prevention treatment and recovery initiatives for adults, families and communities, in collaboration other

sections, and other NC DHHS agencies. The Substance Use Prevention, Treatment and Recovery Section is responsible for the planning, developing, implementation, technical assistance and evaluation of all substance use disorder treatment funding, initiatives, and regulated programs and facilities, including, but not limited to, those that operate in relationship with LME-MCOs and other contractors. This includes specific responsibility for all federal SUD grants, and state appropriated funding for programs and services. Primary Purpose of the PositionThe Substance Use Prevention, Treatment, and Recovery Section is seeking a highly organized Program and Project Support Specialist to assist program leadership and clinical teams in managing a range of contracts, special projects, and data reporting initiatives. This position plays a key support role in coordinating program activities, tracking project deliverables, organizing data for reporting, and helping to ensure the successful implementation of substance use prevention, treatment, and recovery initiatives.

The ideal candidate will have strong organizational, project management, and data visualization skills and will work closely with programmatic staff—not the contracts/grants management office—to enhance service delivery, monitor outcomes, and improve overall program performance.

Key Responsibilities:

Provide day-to-day programmatic support for program-related activities, including organizing deliverables, tracking deadlines, maintaining documentation, and assisting with project coordination across teams.

Collaborate with program leads to support the development and management of scopes of work, performance metrics, and deliverable schedules for programmatic contracts and projects.

Coordinate communications with internal and external partners to monitor project timelines and ensure contractual and programmatic obligations are being met.

Develop and maintain project tracking systems and dashboards to organize information related to active contracts, project progress, and grant initiatives.

Support the preparation of internal reports, outcome summaries, data visualizations, and presentation materials to share project impacts with leadership, funders, and other stakeholders.

Assist in gathering, organizing, and presenting programmatic outcome and performance data for reporting, evaluation, and strategic planning.

Work collaboratively with clinical and programmatic staff to improve internal project management processes, communication flow, and documentation practices.

Help ensure that Section activities remain aligned with contract requirements, project goals, and program performance standards.

Participate in meetings, workgroups, and planning sessions to provide logistical, organizational, and tracking support for ongoing projects.

Provide administrative and operational assistance for program initiatives as needed.

Understanding of public health or behavioral health program operations, particularly in substance use prevention, treatment, and recovery preferred.

Proficiency in Microsoft Office Suite (especially Excel, PowerPoint, Word) and data visualization software (e.g., Power BI, Tableau, or Excel dashboards).
