Previous applicants must reapply to be considered. The Engineer II will serve as Deputy Project Manager within the Division Four Project Development Group. The Project Management Unit works in the diverse area of team leaders managing scope, schedule, budget, quality, and risk for a broad range of transportation projects. Your duties as a Deputy Project Manager include:
- Being assigned a portfolio of division managed STIP projects with low to moderate complexity during the pre-construction phase to ensure project schedules and defined outcomes are met.
- Executing day-to-day activities and tasks on complex projects with assistance from the Project Manager and Senior Project Manager.
- Tracking and reporting on assigned tasks to the Project Manager and the Senior Project Manager
- Developing project schedules and plans to implement work required to deliver projects and following-up to ensure that work is completed with projects remaining in scope, on schedule and within budget.
- Maintaining project milestones, tracking changes and decisions, identifying risks and mitigation strategies and ensuring deliverables produced are following all federal and state laws, rules, regulations, policies, and procedures.
- Analyzing data and information, requesting technical deviations and exceptions, and providing comments to the Senior Project Manager.
- Providing technical guidance to private engineering firms (PEF) on design matters, administering PEF contracts and participating in consultant selection. Additionally, position provides scopes of service, workday/cost estimates, reviews progress reports, checks invoices for accuracy/completeness and provides performance feedback.
- Attending meetings with stakeholders and team members (in person) as needed.
- Managing Locally Administered Projects (LAP).
Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and NCDOT staff, in order to find acceptable solutions to infrastructure project problems
Knowledge of time and budget management practices and requirements needed for development of multiple projects with minimal supervision
Knowledge of NCDOT design principles, AASTHO guidelines and all phases of preparation of NCDOT preliminary plans, right of way plans and construction plans
Demonstrated ability expressing moderately complex engineering concepts and related facts in a clear concise and organized manner
Experience with consultant coordination for design tasks including scoping and man-day estimates Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
