Direct accountability for on-site performance of residential projects. Includes overall coordination of site development, infrastructure, housing construction, project design and customer satisfaction.
JOB SUMMARY
Project Planning In the pre-construction phase, develop a phasing plan for the project, which is cost-effective and logical for infrastructure development. Study the various home or building sites that are available, assess due diligence information, and anticipate construction and development challenges. Assess individual lot conditions, which provide constraints or opportunities on individual lots, and ensure that these conditions are conveyed to both construction and sales prior to the marketing period. Participate in selection of the housing portfolio and specifications for the project with representatives from sales, design and construction. Develop individual estimates by housing prototype for use on the project. Develop option and upgrades manual and cost and price information related thereto. Monitor the appropriateness of both costs and prices during implementation and update the manual with additions, deletions and price changes as necessary. Understand (and participate in from time-to-time) the permitting process for the project. It is imperative that the Project Manager understands all permit conditions under which the project is bound. Advise on indirect costs, soft costs and acquisition and development costs during the feasibility phase of a project. Implementation Develop a subcontract/bidding base for the project. Manage the entire bidding and subcontracting process; including corporate subcontractor manual and safety requirements. Review bids and seek advice as appropriate from Director of Project Management-Residential in final selection of subcontractors and assessing the cost vs. reputation balance in final selections. Secure all subcontracted work in accordance with the corporate purchase order or contracting system. Lead weekly on-site project meetings attended by management, sales and construction. Project Manager should create an agenda appropriate to cover all relevant project items and respect the time of the individuals. In general, items such as scheduling, sales activity, customer issues, construction timing and development issues should be covered. Project Manager should publish meeting minutes with action items. Coordinate on a daily basis with the on-site sales team regarding customer issues, pricing requests, purchase and sale agreement matters, and customer questions. Review purchase and sale agreements once executed by the customer and prepared by sales staff. Correct and work out any conflicts with the sales staff. Forward an acceptable copy to the home office for final execution. Maintain an accurate pipeline schedule as a planning tool. This should identify every house in the pre-construction or construction pipeline, identify open production slots for sales targets, and be used as a review tool in the weekly meetings to anticipate scheduling opportunities or problems. Meet with sales and/or customers to most efficiently work out questions or concerns that may arise. Ensure the pre-construction package including all drafting, contracts, work authorizations, etc. is in order and provided to the Site Superintendent in a timely manner so that construction can remain on schedule. Monitor the production of individual building floor plans by the design team so that overall project schedule is maintained. Verify accuracy of plans for customization requested by customer and for specific lot conditions. Monitor customer satisfaction through communication with corporate customer service. Obtain feedback on problems, trends, vendor issues, or recurring issues that need to be addressed. Monitor completion of warranty items and punch lists by Site Superintendent and subcontractors. Administration and Reporting Understand and follow all corporate Standard Operating Procedures and ensure that they are being followed by all others on the assigned project. Prepare monthly job cost reports and projections to complete on each house at the framing stage of latter. Review these monthly with the Director of Project Management-Residential. Proactively identify budget problems or opportunities that can be managed to the advantage of the ownership. Recommend specification, vendor, procedural or management changes for cost control or quality control purposes. Oversee the preparation and submission for building permit applications and acquisition thereof. Manage all on-site staff including Site Superintendent (and other staff indirectly through the Site Superintendent). Ensure the completed unit is in acceptable condition for customer walk-through, smooth transition at closing and customer satisfaction. Process invoices to ensure timely payment to subcontractors and vendors. Obtain Certification of Insurance from hired vendors and subcontractors and submit to Accounting.
QUALIFICATIONS
Bachelor’s or Associate’s Degree in construction, design, engineering or related field, or equivalent education. Minimum of 5years experience in project management of development or construction projects. Ability to manage multiple tasks simultaneously in a fast-paced environment. Attention to detail and consistency. Excellent organizational skills. The ability to manage people and vendors toward common project goals. The ability to create and manage to a budget and time schedule commitments. Computer literacy, especially Microsoft Excel, Project and Word. Professional appearance and communication skills, especially with customers. The ability to consolidate a multitude of project issues, prioritize them, and develop an action plan to achieve the project goals. Ability to be successful in a team environment.
