NH PROJECT & DEVELOPMENT DIRECTOR

Position # 43063 $34.14.00/hour – $44.52.00/hour The State of New Hampshire, Lottery Commission has a full-time, vacancy for Project and Development Director.

Summary:

Evaluates business policies, practices and procedures to ensure successful development and delivery of complex business and technology projects and initiatives supporting the Lottery Commission. Collaboratively sets objectives in each project area, and will plan and manage short and long-term projects and roadmaps to coordinate across business units, state agencies, other state lotteries, and vendors resulting in successful outcomes for large-scale initiatives. Utilizes various project management methodologies to achieve goals. Establishes, documents, and upholds project management best practices, policies, guidelines, procedures, and reporting required to manage large multi-faceted projects, as well as identifying gaps and training needs.

ACCOUNTABILITIES

Partners with agency business units, other State of New Hampshire agencies, and vendor partners to ensure successful delivery of complex business and technology projects. Determine the most effective project management strategy for projects and initiatives for review with stakeholders, including primary responsibility for managing the project if applicable. Facilitates resolution of obstacles and issues pertaining to resource availability, decision-making, timeline, establishing priorities and any similar challenge facing large, complex initiatives. Creates, manages, and is responsible for implementation of the annual and multi-year schedule for all agency initiatives including but not limited to iLottery, traditional Lottery, technology, Licensing & Enforcement, and administration for establishing project objectives, goals, planning, execution, budget monitoring, change management, training and communication purposes. Partners with vendors and stakeholders to define project scope and objectives. Determines risk and dependencies, identifies change management needs, and tracks project performance. Prepares project roadmap presentations and timelines for business unit, agency and stakeholders. Works with project and stream leads to ensure each project stays on schedule and all deliverables, and milestones are met, while staying within both budget and contract and project scope limitations. Validates enhancements comply with state and federal regulations, as well as industry, Lottery or Tri State rules. Leads and/or consults on project meetings and/or ensures meetings are supported with project management staff and follow up is provided (agenda, notes, updated timelines, and action items). Creates project management policies, procedures, documentation for internal enhancement review to ensure all business units support initiative. Facilitates and documents project close-out activities, project retrospectives and lessons learned to provide recommendations for improvements to subsequent project planning. Coordinates development of system releases, enhancements and process interfaces during definition, design, development testing, documentation, quality assurance, and implementation. Communicates changes, assesses training needs before enhancement rollout. Directs and/or performs testing initiatives as applicable for projects to ensure adherence to specifications, regulations of associations, and state and federal government. Collaborates with agency employees, other state agencies and vendors regarding system designs and specifications for identified Lottery Commission workflow improvements. Collaborates with subject matter experts to ensure enhancements reflect the needs of each area, align with contract scope, and are cost effective. Determines training needs for staff and initiates development of guidance for end-users. Directs and reviews research to identify potential internal or contracted services, or software to meet existing and future business and program requirements and to provide recommendations to agency. Evaluates unit operations and defines staffing requirements to assure development and execution of long-term plans and objectives. Supervises, evaluates, supports, and educates subordinate employees to manage the roadmaps and assigned projects. Conducts performance appraisals annually. Oversees contracts and projects as designated to ensure continued operations, budgetary & regulatory adherence and profitability of the Lottery Commission. As applicable, participates as an evaluation team member for request for proposals. Testifies and provides supporting documentation at legislative hearings regarding project plans, required resources, and/or pending legislation affecting the agency to foster realization of agency initiatives.

MINIMUM QUALIFICATIONS

:

Education:

Master’s degree from a recognized college or university, preferably with a major in business management or related field.

Experience:

Five years of experience in project, technology or business management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR Education:

Bachelor’s degree from a recognized college or university, preferably with a major in business management or related field.

Experience:

Seven years of experience in project or business management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR Education:

Associate’s degree from an accredited institute of higher education, preferably with a major in business management or related field.

Experience:

Eleven years of experience in project or business management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR Education:

High school diploma or high school equivalency credential.

Experience:

Fifteen years of experience in project or business management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related t management experience.

License/Certification:

Valid Driver’s license and/or access to reliable transportation to travel to meetings and Commission sites.

SPECIAL REQUIREMENTS

Five plus years of experience managing the full lifecycle of projects. Highly proficient in the use of MS Office products and project management software tools. Certified Project Management Professional preferred or possession of one or more of the following certifications required Scrum Master, LEAN Black Belt, or Agile Practitioner.

PREFERRED WORK TRAITS

High degree of knowledge with written documentation and organizational skills. Excellent analytical and cognitive skills and the ability to communicate well (written and orally) with both technical and non-technical personnel. Ability and experience with managing technical and non-technical projects. Experience with change management, people management, and contract/vendor management ideal. Must be able to manage multiple projects simultaneously.
