Duties Description This position is on the Project Management team in the Bureau of Program Management Office within the Chief Information Office.
- Provide staff with development plans and ensure they understand performance expectations and goals.
- Set training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
- Provide coaching, mentoring, and guidance around project management and facilitation skills.
- Provide guidance and direction in Project Manager 3’s development and supervision of their employees.
- Ensure team members are aware of and adhere to the organization’s policies and procedures.
- Manage staff head count with interviewing, hiring, onboarding, and separating staff.
- Manage/allocate staff workload and identify priorities and assign work.
- Inform staff of and where they can find organization’s policies and procedures.
- Identify opportunities for knowledge and skills development. Encourage, motivate, and guide team in learning and improving processes.
- Provide real-time feedback on staff performance.
- Provide oversight and guidance on Program Management Office (PgMO) projects.
- Act as an escalation path for any issues; assist in resolving project issues and determining remediation.
- Provide direct PM services on large projects and/or programs.
- Review and revise status reports monthly for PgMO management.
- Assist project teams in the successful accomplishment of projects using the Office of the State Comptroller (OSC) Project Management principles and methodologies.
- Actively analyze and manage interdependencies between the integration of project plans and processes.
- Develop and implement advanced metrics to evaluate progress towards meeting project and project management objectives.
- Coordinate cross divisional efforts to achieve project management objectives and seed project management skills throughout the enterprise.
- Attend courses, conferences, forums, and webinars to advance knowledge and understanding in project management tools and techniques and learn about best practices, including the agile methodology.
- Keep abreast of developments in the Project Management Institute (PMI) and Project Management Book of Knowledge (PMBOK).
- Create presentations for the intake meetings, including the agenda.
- Facilitate the intake meetings including taking notes and distributing to the group.
- Work with the PgMO Director and Administrative Assistant to capture the status of the intakes and provide updates to customers.
- Interact with and effectively manage relationships with project sponsors, steering committees, IT Governance committees, customers, stakeholders, and vendors.
- Analyze project portfolios and programs in terms of project performance, interrelationships, problem identification, and planning.
- Coordinate the agency’s Project Management Community of Practice.
- Assess the agency’s project management training needs and coordinate project management training classes when demand warrants.
- Enhance the Project Management Training Series and the Everyday PM training classes for the internship program and for agency staff.
- Mature project management throughout the agency.
The minimum qualifications required for this vacancy. Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer:
For 52.6 transfer to a Project Manager 4, salary grade (SG)-27, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-25 or above. - Demonstrated experience managing projects with the use of a formal methodology.
- Demonstrated experience managing projects in OSC and/or NYS government.
- Demonstrated ability to work with others to analyze and solve problems.
- Knowledge of the NYS Procurement process and policies, SFS, SLMS, and survey development software.
- Strong business skills including coaching, teambuilding, negotiating and facilitating.
- Exceptional organizational skills, and able to set priorities when working on multiple tasks.

- Demonstrated ability to be flexible, adapt to change, and work well in a fast-paced, participative, deadline-oriented environment with diverse assignments.
- Attended project management training, preferably certified by the Project Management Institute (PMI), and professional certification through the PMI.
- Demonstrated proficiency in MS Project; familiar with MS Visio.
- Demonstrated proficiency in Office 365 (Outlook, Word, Excel, PowerPoint); experience with Microsoft Teams.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
