Open Until Filled Summary The Vice President of Project Controls has broad executive responsibility for overseeing the delivery of significant capital projects and has full decision-making authority over the functional group, operating within the general policies, principles, and strategic goals of the organization. The person in this role is a well-respected industry fellow in program/project controls responsible for all aspects of project control activities for C&D (cost estimating, cost control, scheduling, risk management, quality assurance, and safety assurance) for the entire capital program. Works within the Stations Business Unit in the C&D Delivery department and sets new controls, policies, and procedures for all staff to follow. Responsibilities Responsible for project control activities for the entire lifecycle of the project (planning phase through handover to operating owner). Supports multiple Project Executives and project teams. Assists Project Management teams in making decisions for escalated items related to cost estimates, schedules, change orders, claims, time extension requests, and disputes. Evaluate actual project performance, risk identification/mitigation, and recovery plans on a program level and identify Business Unit trends/drivers/mitigation strategies. Review and identify escalated items related to financial reports using actual cost information, forecasted spending per project schedules, and estimated final costs against approved contract funding. Provides high-level insights and comprehensive reviews to support conceptual cost estimates and project duration forecasts. Oversees development and presentation of recommendations of feasibility, risk, regulatory compliance, and ROI analyses for proposed projects as needed. Establishes force account needs for projects. Creates innovative solutions to assist project management/delivery teams in understanding the health of their project, enabling them to make quick decisions. Accountable for the leadership and management of the project controls function and continuous improvement. Education and Experience Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. Masters preferred. Must have a minimum of sixteen (16) years of related experience, Must have a minimum of ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization. Licensed Professional Engineer or Registered Architect preferred.
PMI-SP, EVP, CCP, CPE
Certifications, or other project management certifications are desirable. Significant experience in project management for simultaneous major construction projects with highly complex systems preferred. Alternative delivery experience preferred. Proven proficiency in developing and managing comprehensive project budgets, including accurate cost forecasting, in-depth variance analysis, and implementation of effective cost control strategies to ensure financial accountability Extensive experience in identifying, assessing, and mitigating project risks through the development and execution of comprehensive risk management plans and proactive mitigation strategies to minimize impact on project objectives. Must possess proven leadership ability, sound judgment, effective verbal and written communication and interpersonal skills, and the ability to resolve conflicts and balance competing priorities. Strong ability to prepare and analyze detailed project reports, including cost performance, schedule performance, and risk analysis, to support informed decision-making and ensure alignment with project goals and stakeholder expectations Demonstrated ability to build relationships and work collaboratively with multiple stakeholders at all internal levels within the organization. Demonstrated ability to work in a high-profile, high-pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team-building, listening, problem-solving, and prioritization skills.
