The ideal candidate has a technical background and experience working in Navy Working Capital Funded Commands providing project management and acquisitions support. This role will work directly with the Technical Lead and Principal Investigators to manage resources, acquisition strategy, contracts, procurements and finances for the portfolio of quantum projects.
Key Responsibilities:
Work alongside the IPT Tech Lead and PIs to develop cost estimates and manage spend plans for each project within the portfolio. Act as project manager organizing team taskings across the portfolio of projects ensuring alignment on actions across the projects, managing the product backlog, and ensuring milestones are met. o Acting as Scrum Master for agile development and project tracking Responsible for defining deliverables, and generating those deliverables for S&T programs Interface with program sponsors to ensure deliverables and objectives of the projects are accurate and met. Support discussions regarding the maturation and integration of technologies into existing and new Programs of Record. (Technology Road-Mapping) Support engineering discussions regarding system architecture, testing and evaluation plans, potential transition paths, and technical maturity readiness assessments. Act as stand in for the Principal Investigator in engagements with high-level stakeholders (Program Managers, O6 and above, SES level stakeholders)
Qualifications:
8+ years’ experience supporting Department of Defense acquisitions in a systems engineering role Education – Bachelor of Science in Engineering, Computer Science, or equivalent technical field Familiarity with project management and collaboration tools. i.e. Jira, Confluence, MS Projects Candidate must have a strong understanding of DoD organization structure an familiarity with various program offices and acquisition commands. Experience supporting programs through various phases of the acquisition lifecycle Familiarity with various network systems, IL4-7 Familiarity with Navy and
USMC C5ISR
systems o Knows generally how people use communications within the Navy and Marine Corps o Knows basic SIGINT Experience developing procurement strategies for services and materials contracts
