Serves as the Director of the Project Management Office (PMO) for the agency which includes supervision of the Information Technology Division and Hearing Room Technology staff. Projects are primarily information technology and may be specific to the agency or involve local, state, or federal government, and/or private industry. Oversees the development and execution of Agency Strategic Plans, Operational Plans, Risk Management Plans, and Information Security Program. Acts as contract administrator and communication liaison for assigned Agency contracts. Specific job functions include but are not limited to the following: Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.

Directs Project Management Office including supervision of the Information Technology Division, Hearing Room Technology staff, Court Reporting staff, and staff responsible for events, newsletters, and off-site storage processes (SCDAH and contract). Review Hearing Calendar to identify Hearings needing virtual meeting technology tests, write Hearing Notices, and provide to Clerk’s Office for posting. Assists with support off-site Public Witness Hearings and PSC IT equipment. Establishes metrics and reporting related to Project Management Office employees’ performance and expectations.

Manages all aspects of information technology projects. Forms project teams and assigns tasks as needed to complete projects. Maintains list of projects milestones, tasks, status, deadlines, and conducts project reviews. Provides project status reports to Chief Clerk (Agency Executive Director). Maintain Organizational Charts, Floor Plans, Work Schedule Summaries (AWS), and signed AWS forms. Write Position Descriptions and complete Dept of Admin HR forms as requested by Chief Clerk.

Establishes and enforces the use of agency project management methodology. Ensures projects remain within specified scope, time, cost, and quality objectives. Creates project management documents including charters, business requirements, budget, schedules, agendas, go-live documents, and test plans and scripts. Communicates individual roles and project expectations. Manages the procurement process required for projects. Conducts formal lessons learned reviews at the completion of projects and manages the project closeout process. Establishes metrics and reporting for projects.

Oversees development and execution of multi-year Agency Strategic Plan Road Map, Annual Operational Plans, Annual Agency and IT Risk Management Plans including risk mitigation strategies.

Acts as PSC Information Security Program (ISP) Project Manager and Policy Champion. Manages Annual Recurring Requirements and comprehensive ISP update every three years. Store all documentation on MS Teams. The ISP will be audited annually by an internal PSC auditor and every 3 years by Dept of Admin DIS contract auditor using the documentation on MS Teams. Manage PSC Surplus Property and e-Recycle process as required by the PSC ISP and the Dept of Admin Surplus Property. Maintain PSC ISP Policies ensuring that annual PSC ISP and South Carolina training and review requirements are met. Coordinates Agency’s security posture to meet Department of Administration’s security requirements.

Acts as contract administrator and communication liaison for technology, security, building, and personnel services for assigned projects and contracts.

Complete other assigned duties.

EXAMPLE OF DUTIES A

bachelor’s degree and experience in public administration, business administration, or information technology. Experience managing information technology projects of significant complexity. Management experience of information technology employees of at least five years.
