Job Purpose:

The South Carolina Department of Education is seeking an accomplished Project Manager to oversee the implementation of the Agency’s HR transformation initiatives. This role is crucial in ensuring HR projects align with Agency objectives and are delivered successfully. The ideal candidate will have experience in project management, requirement gathering, organizational transformation, and change management, with a specific focus on HR transformation projects.

Responsibilities:
Lead HR Transformation Planning:

Develop detailed project plans that address the scope, risk, quality, cost, change management, communications, procurement, work breakdown structures, and schedules specifically for HR transformation initiatives. Collaborate with

HR Project Sponsors:

Engage actively with HR project sponsors to create project charters, define strategic HR goals, and establish priorities that align with the South Carolina Department of Education’s mission.

Manage HR Transformation Risk:

Conduct comprehensive risk assessments and develop mitigation strategies tailored to HR projects, ensuring their successful execution and adaptability.

Drive Change Management Processes:

Lead change management efforts within HR, guiding teams through transitions that improve organizational efficiency and employee satisfaction.

Ensure Thorough HR Project Documentation:

Oversee the creation and maintenance of essential HR project documentation throughout the project lifecycle, ensuring clear communication and accountability.

Implement HR Communication Strategies:

Create and implement communication plans to engage internal and external stakeholders, fostering a culture of transparency and collaboration within HR projects.

Define HR Project Scope and Requirements:

Perform detailed analyses to establish clear HR project scopes and requirements, identifying the necessary resources and skill sets to meet strategic HR objectives.

Facilitate HR Project Adjustments:

Manage and recommend changes to HR project specifications in collaboration with sponsors, teams, and stakeholders, ensuring alignment with evolving HR goals.

Enhance HR Project Management Expertise:

Continuously improve HR project management skills by engaging in self-study, reviewing professional journals, and participating in industry forums to stay abreast of best practices.

Promote HR Process Improvement:

Lead initiatives to refine HR delivery methodologies and related processes, contributing to the overall agility and effectiveness of HR operations. This position is located in the Office of Implementation & Support. Minimum and Additional Requirements A bachelor’s degree and experience managing large projects of moderate complexity and risk. Preferred Qualifications Three plus (3+) years of experience in project management with proficiency in technology. Proficient in planning, organizing, and managing strategic and tactical assignments and project management activities associated with state-wide enterprise and agency level information technology Initiatives. Expertise in managing the planning, execution, and successful delivery of numerous concurrent projects, ensuring alignment with organizational objectives and fostering transformative outcomes. Experience in delivering insightful and timely project performance reporting, enabling data-driven decision-making and proactive strategy adjustments to drive success. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies. Ability to foster a cooperative work environment. Ability to combine deep business knowledge with management skills to inspire teams, cultivate a collaborative culture, and achieve strategic goals. Experience with HRIS (Human Resources Information System) applications and managing HR transformation projects. Experience with HR process re-design to enhance operational efficiency and effectiveness.
