JOB SUMMARY
Jefferson County is seeking to hire a County Property Manager to perform work that involves developing, implementing, and managing databases of Jefferson County’s real estate assets using the County’s geographic information system (GIS) and other database software. Individuals in this job class also manage public property, real property projects, and programs. Their work requires a strict adherence to the rules and regulations of the department, local, state, and federal organizations involved in real property projects. County Property Managers are department experts on real property law, and supervise several individuals to include assigning and reviewing work.

The pay range for this job is listed below: Jefferson County $68,494 – $106,246 MINIMUM
QUALIFICATIONS
The following are job-related qualifications that are required for employment consideration for this position: Driver’s license. SRWA certified through IRWA. Experience supervising by reviewing work of subordinates and training others on policies and procedures. Experience using GIS Mapping or other computer database software. Experience reviewing real property appraisals. Experience reading and interpreting engineering design plans. Experience conducting transactions regarding public property in compliance with federal funding (Uniform Act) including eminent domain (e.g., sales, vacations, leases). Experience reviewing survey legal descriptions (deed preparation, plat map review, etc.).
PREFERRED QUALIFICATIONS
The following are job-related qualifications deemed desirable by Jefferson County. These qualifications may be considered by Jefferson County when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes. Experience in acquiring property or easements for road and sewer infrastructure projects. Experience providing relocation assistance in accordance with applicable regulations and policies. Experience negotiating and managing utility coordination, municipal Memoranda of Understanding (MOUs), and right-of-way use agreements.
TYPICAL JOB DUTIES
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training. Manages GIS mapping system software and computer files containing information concerning land acquisitions (e.g., property boundaries, land ownership, existing rights-of-way/easements, jurisdictional assets and use, etc.) to ensure property records are accurate and up to date. Manages records, documents, and paperwork generated during the acquisition of the property in order to ensure they are filed according to legal and/or departmental standards. Manages the acquisition and use of real property by the county to ensure they own the necessary land to complete various public improvement projects. Manages the payment of County property taxes and storm water fees to ensure taxes are paid. Manages the vacation of County rights-of-way to abandon land use rights in accordance with state statutes. Manages the divestment of County property in order to govern the sale of county owned property in accordance with local, state, and federal laws. Prepares annual budgetary recommendations in order to assist with the development of the department’s annual budget. Performs administrative functions of the department to improve divisional procedures and achieve departmental objectives.
PHYSICAL DEMANDS
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
WORK ENVIRONMENT
Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor or outdoor locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.
