Job Description This position is primarily an independent, complex administrative, consultative, and technical position, providing managerial direction and operations coordination to Area 1 HIV/AIDS Program (Escambia, Okaloosa, Santa Rosa, and Fort Walton Counties). The position performs a wide range of duties under the supervision of the Public Health Services Manager•SES. This position spends the majority of the time engaged in supervisory responsibilities for assigned program activities in a state and local Department of Health concerning Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS) Surveillance, HIV/AIDS Contract Management, HIV/AIDS Prevention, Early Intervention, and AIDS Drug Assistance (ADAP) programs. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Travel may be required.
General Program Development and Management:

issues. Educate the community on FDOH and local Departments of Health goals, objectives, and available programs and services. Participate in statewide, regional, and county

program planning, development, and evaluation, as needed. Initiates and directs the development of policy material. Responsible for providing technical assistance and monitoring of regional program services. Plans workloads, workflows, deadlines, work objectives and time utilization with employees. Maintain positive communications with the Administration and Directors of Nursing in the regional counties. Maintain knowledge of

policies, guidelines, statutes, rules, and protocols. Provide technical assistance to the community regarding confidentiality, testing, need-to-know, and reporting issues. Ensures that all data set(s) under this position’s responsibilities are available to those who need to know, protects the integrity of those assigned data set(s), and assists the Information Security Coordinator as needed to comply with policies and procedures described in Security Policy 3•areas of responsibilities. Section Quality Improvement Liaison with scheduling site visits to County Health Department (CHD) locations in the region. Supervises and administers the quality assurance activities of the regional program services. Maintain knowledge of local

expenses and the development of spending plans. State purchasing (P-Card) holder responsible for abiding by purchasing guidelines, including documentation, justifications, and reporting. Coordinate with staff and community partners for outreach events. Ensure reports are submitted to the HIV Section of the DOH Central Office on time. Participate in monthly HAPC conference calls. State abreast of current legislation, activities trends and funding sources relative to HIV care. Ensure that all relevant HIV/AIDS, contracts, MOAs, and MOUs (responsibility of EIC) are appropriately managed and monitored by working with the EIC and contract manager to assure that they are meeting their HIV contract management responsibilities. Plan, develop, and coordinate an Area 1 HIV/AIDS education program for professionals, the community, and for providers. Educates the community on available programs and services (i.e., presentations and material).

Ensure local outreach activities are occurring in the target populations identified in the local prevention plan. Ensure timely, complete, and accurate reporting by coordinating with surveillance staff.

This position will serve as a subject matter expert in the Food Program, from consultations with customers to training of other inspectors. As a certified food hygiene program inspector position, performs routine inspections in the Food Hygiene program. Consults with facility operators and owners to ensure compliance with 64E-11 Florida Administrative Code (FAC), Chapter 381 Florida Statutes and FDA Food Code 2013. The position requires display of exceptional customer service, ability to communicate effectively and demonstration of willingness to assist others in problem-solving. Provides nursing assistant-level support for clinical operations. Prepares clients for exams and assists health care providers with other tasks as directed. Obtains vital signs, height and weight on clients. Documents findings legibly and accurately in the electronic health record. Acts as a chaperone and provides assistance during procedures. Works in collaboration with other members of the health care team to provide quality care in an effective manner which meets client’s health care needs. Performs routine housekeeping duties in the clinic assuring a safe and hygienic work environment by keeping examination rooms clean, clinic work areas orderly and stocked. Works with the nurse to ensure that surgical supplies are autoclaved; cleaned, disinfected,sterilized and readily available on a daily basis. Performs in house lab test under the direction of the nurse, nurse practitioner, and/or physician and records findings in the electronic health record. Performs venipuncture and prepares specimens for testing and shipping according to Florida Department of Health (FDOH) policy. Prepares medical records as needed for clinical appointments, filing and scanning paper documents and attaching these into the Electronic Health Record (EHR). Maintains, scans/attaches all medical documents and correspondence ensuring charts, forms and documents are organized in the EHR and/or paper record according to established guidelines and filed appropriately. Additionally, ensures that all medical records are signed out appropriately and records are tracked and reconciled daily. Ensures confidentiality of medical records at all times. Maintains strict security of the medical records room. Responds to direct messages received from clients from the Patient Health Portal following established guidelines. Sends for and receives copies of medical records from outside agencies via digital-fax. Attaches received medical records to appropriate EHR and ensures other received faxes are routed appropriately. Ensures all legal requirements for confidentiality are met and proper release is obtained before sending or releasing records. Provides back-up support for the appointment scheduling phone line. Schedules appointments following designated appointment template and scheduling guidelines.
