High school diploma or equivalent required; Bachelor’s Degree preferred Valid Driver’s License required Industry Certification (e.g., CAM, ARM, COS) preferred
Experience Requirements:
3 to 5 years of Affordable Housing Property Management experience required Supervisory experience required Apartment community management experience required Must have direct experience managing Housing Choice Voucher (HCV) residents, including move-ins, rent calculations, and coordination with Housing Authorities Experience with AppFolio or other property management software preferred Experience in process development and helping build operational systems is a plus
Position Summary:
We are seeking an experienced and highly capable Property Manager to lead a 64-unit affordable housing community. Approximately 50% of the residents are participants in the Housing Choice Voucher (HCV) program, so strong experience with tenant-based subsidy programs is essential. Essential Duties and Responsibilities:
Provide day-to-day leadership, coaching, and supervision of onsite staff Hire, train, evaluate, and manage performance of the onsite team Oversee all leasing, renewal, and rent collection activities Ensure occupancy and rent goals are met or exceeded Manage all Housing Choice Voucher processes, including move-ins, annual recertifications, HQS inspections, and rent adjustment requests Maintain active communication and documentation with Public Housing Authorities Ensure compliance with all federal, state, and local housing regulations Manage all accounting functions on the property including collecting and posting rent payments, reporting, month end, pre-close, bank deposits and ensuring an accurate rent roll. Manage the collection process. Collect on delinquent accounts and distribute balance due notices to current and past residents timely. Monitor and control property expenses and vendor contracts within budget Review and approve invoices, purchase orders, and payroll Complete all required property reports and participate in company meetings and calls Support marketing, social media, and resident retention efforts Conduct regular property inspections and ensure a clean, well-maintained community Resolve resident concerns and complaints promptly and professionally Assist with operational infrastructure development, including policies, procedures, and internal systems Perform duties of Assistant Property Manager or Leasing Agent when necessary Other duties as assigned
Skills, Knowledge & Abilities:
Deep understanding of Affordable Housing and Housing Choice Voucher programs Knowledge of Fair Housing Laws and general landlord/tenant law Strong leadership and team development skills Excellent written and verbal communication High attention to detail and strong organizational skills Ability to analyze budgets, financial statements, and general ledgers Proficient in Microsoft Office (Outlook, Word, Excel) Experience using AppFolio or similar property management software Ability to work independently and use sound judgment Ability to work a flexible schedule, including evenings, weekends, and holidays as needed
