Executive Director Functions and Scope of Job The Residential Program Manager is responsible for the overall oversight, planning, supervision, and coordination of all Programming Departments , including Residential Services, In-Home Support, Sponsored Residential, and Day Support Programming . This position directly supervises key departmental staff, ensures regulatory compliance, supports quality service delivery, and aligns all operations with the organization’s mission, vision, and values. Primary ResponsibilitiesProgram Oversight Provide strategic and operational leadership across all programming departments: Residential, In-Home, Sponsored Residential, and Day Support. Ensure coordination, consistency, and compliance across departments and that programming meets the needs of individuals served. Develop and monitor systems that support person-centered, safe, and high-quality programming environments. Staff Supervision & Management Directly supervise Residential Supervisors, Therapeutic Support Specialist, In-Home Supervisor, Culinary Manager, and Residential Administrative Assistant. Plan, train, and evaluate the performance of direct reports; implement monthly documented supervision using Paylocity; foster team cohesion and effectiveness. Step in as needed to cover duties of a Residential Supervisor in the event of vacancies or leave. Compliance & Quality Assurance Ensure all programming operations comply with state and federal regulations, licensing standards, and agency policies. Conduct and document at least one unannounced inspection of residential homes monthly, providing feedback and follow-up. Monitor incidents, develop risk reduction strategies, and conduct investigations involving serious incidents in collaboration with QA/Risk Management. Coordinate and ensure training compliance for all residential staff, collaborating with Human Resources for resolution of compliance concerns. Program Development & Support Collaborate with staff and stakeholders to develop and maintain effective, person-centered services that promote community integration, skill-building, independence, and personal growth. Provide input into budgets, staffing plans, safety standards, and physical site improvements across all programming areas. Support the Culinary Manager in meal planning based on residents’ preferences and nutritional standards. On-Call & Emergency Response Manage 24/7 on-call rotation for residential and in-home operations. Ensure appropriate staffing coverage and emergency response readiness; may provide direct support coverage when necessary. Collaboration & Communication Act as a liaison between program departments and the Executive Director, ensuring communication and strategic alignment. Work in close coordination with other Program Managers and department heads to promote consistency and excellence in service delivery. Utilize strong interpersonal, counseling, and negotiation skills to navigate sensitive matters with families, individuals, and external partners. Administrative Duties Oversee the timely and accurate completion of documentation and reports by all supervised staff. Submit reports, quality assurance documentation, and data in accordance with agency standards. Monitor administrative systems and timelines in collaboration with the Residential Administrative Assistant.
