The Crisis and Outreach Director will also be certified by the Crisis Prevention Institute (CPI) and wil l be responsible for training staff in trauma-informed crisis support techniques . Position Summary The Crisis and Outreach Director leads the implementation of the Matt Urban Crisis Response Model (MUCRM) while also overseeing the agency’s Street Outreach programming under Emergency Solutions Grant (ESG) and other funding sources. This leadership role ensures seamless coordination of crisis response within supportive housing facilities and compassionate, effective engagement of unsheltered individuals living in encampments, on the street, or in public spaces. This position bridges internal support services and external street-based outreach, grounded in trauma-informed care, Housing First principles, and the agency’s mission to address poverty, homelessness, mental illness, and substance use. Key Responsibilities Program Leadership Lead and implement the Matt Urban Crisis Response Model (MUCRM), including supervision of onsite Crisis Response Teams. Oversee day-to-day operations of the Street Outreach program, ensuring compliance with ESG and HUD standards. Integrate CRT and Outreach staff through shared training, coordinated reporting, and aligned engagement practices. Staff Supervision & Development Hire, train, supervise, and evaluate CRT and Outreach team members. Ensure all staff are trained in trauma-informed care, harm reduction, de-escalation, and engagement with individuals experiencing mental illness and substance use disorders. Conduct frequent team meetings and supervision sessions. Develop and implement system for on-call crisis response. Create staff schedules to maximize coverage for all buildings served. Provide Crisis Support training to other Matt Urban Human Services employees or community partners as needed. Resident & Client Engagement Ensure proactive, trust-based engagement in PSH buildings through CRT efforts. Ensure field-based engagement of unsheltered individuals with the goal of building rapport and linking to shelter, services, and housing. Support residents and unsheltered clients in connecting to case management, benefits, housing navigation, and emergency medical/psychiatric services as needed. Data Collection, Reporting, and Evaluation Oversee completion and quality of all incident reporting, ensuring trends are analyzed and responded to monthly. Ensure HMIS data for Street Outreach is complete, accurate, and timely. Prepare program reports as needed, respond to program monitoring, and contribute to funding reports and grant applications. Lead quarterly reviews of key performance indicators, including crisis reduction, outreach engagement volume, and housing linkage outcomes. Community Coordination Act as a liaison to Continuum of Care partners, and other local service providers for outreach coordination. Represent the agency at events, including community coalitions and task forces related to homelessness, mental health, and crisis intervention. Participate in regional planning efforts related to homelessness, shelter coordination, and behavioral health access. Key Competencies Deep understanding of trauma-informed care, de-escalation, harm reduction, and Housing First. Strong supervisory and team-building skills across dispersed and mobile teams. Excellent written and verbal communication, including report writing and stakeholder engagement. Competency in working with vulnerable populations experiencing homelessness, mental illness, substance use, and chronic health conditions. Commitment to data-informed service delivery and continuous improvement. Required Qualifications Bachelor’s Degree in a relevant field. Minimum 3 years of experience in homelessness services, behavioral health, or crisis response. Minimum 2 years of supervisory or program management experience. Familiarity with HMIS and program evaluation. Valid NYS Driver’s License and ability to travel locally. Ability to respond to off-hours incidents as needed. Preferred Qualifications LCSW, LMSW, LMHC, CASAC, or related degrees/certification. Previous experience managing state or federal grants; HUD Emergency Solutions Grant experience a plus. Working Conditions Mix of office, field, and facility-based environments. Must be available for occasional evening or weekend crisis management needs. Participation in on-call rotation for high-priority incidents may be required.
