We are dedicated to delivering high-quality inpatient and community-based psychiatric care, ensuring that our patients receive the support they need for their mental health journey. Responsibilities Provide direct supervision and leadership to the Family Care Coordinator, Children•s Crisis Residence (CCR) Program Manager, and two State Operated Community Residences (SOCRs) Residential Program Managers. Ensure all residential programs are operating within OMH regulations. Work toward optimizing program capacity. Lead all new residential initiatives. Review CCR and SOCR program records to ensure they meet EPC/OMH required documentation guidelines. This should occur monthly or more frequently as needed. Attend and participate in the Family Care monthly program meeting. Attend and participate in Elmira SNF ESP/Transitional Care Planning (TCP) Monthly Meeting. Perform liaison role with other EPC programs and community providers (i.e., Inpatient, Family Care, county Directors of Community Service, etc.) to ensure strong collaborative efforts on behalf of residents and staff. Review any questionable or difficult residential referrals with residential program managers. Review all requests for declination of service prior to programs formally denying someone admission and ensure the justification is in accordance with programs admission criteria. Review weekly SOCR reports and monitor residents• length of stay. Review monthly SOCR reports and monitor residents discharge plans. Review all SOCR discharge plans and ensure they meet the criteria under the part 595 Regulations. Work with residential program managers to address any resident issues. Complete probation reports and performance evaluations. Participate in committee meetings as assigned Complete quarterly Medical Staff Executive Committee Reports and bi-annual Governing Body reports. Facilitate all re-certification visits to the SOCRS and CCR by the Western NY Field Office and work with program managers to develop, implement, and track Plans of Corrective Action. Conduct monthly Environmental Rounds alongside program managers in all assigned program areas. Ensure work orders are submitted in a timely manner for any repairs and follow up to ensure they are completed. Provide Administrator on Call (AOC) coverage as assigned. Complete other duties as assigned. Requirements Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Residential Program Manager 3 if they have: Bachelor’s degree, and 3 years of experience working with individuals diagnosed with mental illness, 1 year of which must have been in a supervisory or administrative capacity and 1 year must have been in a residential setting. OR Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on the current Residential Program Manager 3 eligible list. OR Candidates within State Service can be considered transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law. OR In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Residential Program Manager 3 at Elmira Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met. The promotion field for the Residential Program Manager 3 position consists of candidates who have 1 year of permanent service as a Residential Program Manager 2.
