Position Summary:
The Supervisor of Community Placements provides oversight and leadership for community-based residential programs serving youth and young adults , including Community Homes and the Supervised Independent Living (SIL) program. This role ensures high-quality service delivery, housing stability, and individualized support for participants transitioning to independence. Serving across Philadelphia and Montgomery Counties , the Supervisor also manages landlord relationships and coordinates closely with internal teams and external partners to promote long-term housing success for vulnerable young people.
Job Description:
Program Oversight :
Provide direct supervision to both SIL and Community Homes Staff, which includes case managers, housing parents and youth care workers. Supervise the day-to-day operations of Community Homes and Supervised Independent Living programs serving youth and young adults. Ensure compliance with agency policies, licensing standards, and state/local regulations. Conduct routine visits to community placements to assess quality of care, safety, and resident engagement. Hire, train, schedule, and supervise residential staff; provide regular coaching and performance feedback.
Youth & Young Adult Support:
Oversee placement processes including intake, assessment, move-in, and discharge. Ensure each resident receives tailored support focused on life skills, education, employment, and personal development. Coordinate services in partnership with case management, behavioral health, and educational support teams. Foster a supportive, youth-centered environment that promotes independence and resilience.
Landlord & Housing Relationship Management:
Establish and maintain effective relationships with landlords and property managers throughout both counties. Serve as the primary contact for lease arrangements, maintenance issues, and housing-related concerns. Assist in identifying suitable housing placements and negotiating lease terms for youth participants.
Administrative & Reporting:
Maintain accurate case notes, service documentation, and program records in compliance with agency and regulatory standards. Track housing retention rates, occupancy levels, and outcome metrics; provide timely reports to the Associate Director of Community Placements. Assist with budget development and monitor expenditures related to housing programs.
Crisis Management & Conflict Resolution:
Respond to urgent resident or housing situations, including after-hours emergencies as needed. Support staff in de-escalating behavioral challenges and resolving landlord-tenant issues. Ensure residents have access to necessary supports in times of crisis. Work collaboratively with the Pennsylvania and Philadelphia Departments of Human Services, and other program funders to ensure CVCA/ Turning Points compliance and strict fidelity to the models and contract. Provide program management, supervision, reporting, financial oversight and budgeting, and direct services as required. Maintain coherence and consistency with CVCA/Turning Points vision, mission, and goals. Promote performance improvement activities for programs as well as agency-wide, including PI reports, record reviews, and program enhancements. Participate in Turning Point’s Senior Leadership Group and strategic planning process. Uphold the highest ethical standards in organizational operations and individual professional conduct. Pursue and develop new program and funding.
Job Qualifications:
Experience as a supervisor plus a Bachelor’s Degree (Mastered preferred) in psychology, counseling, social work, or a Bachelor’s Degree with equivalent experience in a related field. Candidates should demonstrate an ability to develop and manage staff. Ability to collaborate with internal and external stakeholders, and possess excellent written and verbal communication skills and customer service skills. Candidates should also demonstrate strong critical thinking and decision-making skills and strong time-management skills with the ability to multi-task. Technical Skills and Knowledge Experience and expertise in supervision. Understanding of child, adolescent, adult, and family functioning. Expertise in assessing needs, risk, and safety. Skill in identifying and impacting environmental factors that impact youth and families. Ability to engage, empower, and build relationships with youth and families. Communicate in a respectful and effective way with youth and families from a wide range of backgrounds, cultures, and perspectives. Provide services in an inclusive and culturally competent manner. Intervene crisis situations and model de-escalation techniques. Collaboration with public services and community resources to benefit youth and families. General computer knowledge with excellent writing skills.
Education:
