Job Description
Fleet and Property Manager 3.7 3.7 out of 5 stars Portsmouth, RI 02871 This position is responsible for assisting the Executive Director in formulating long-range goals and objectives of the department and in developing plans for accomplishing these goals, including preparation and administration of the department’s operations and maintenance and capital program budgets; overall coordination and oversight of all repairs, maintenance, renovations and improvements of all State and Church Community owned/rented homes, Jamestown Offices and Middletown Office. Provide backup support for the two Portsmouth office buildings. In addition, Fleet oversight includes all repairs, maintenance, purchasing, and leases of all agency vehicles, as well as contracted services with related service and repair entities. Responsibilities include communication with key Department staff and related vendors and landlords. Key Responsibilities for
Property Oversight:
- Plans, organizes, and directs maintenance and repair functions for the Agency fleet and facilities; Monitors status of work in progress and inspects completed work; confers with and assists with complex/problem situations, and provides technical expertise;
- Provides recommendations for and ensures compliance with regulations, operational policies, priorities, and standards in order to achieve long- and short-term program objectives.
- Manages the procurement of professional services and maintenance/repair contracts, supporting the operation and maintenance of the Agency’s facilities and infrastructure including: conceptual planning, specification writing, cost estimating, workload forecasting, scheduling, bidding and awarding.
- Responds to and provides managerial support for emergency operations as well as emerging issues during and after regular work hours.
- Regular contact with appropriate state entities, the Church Community Rental Office, and landlords regarding the maintenance needs of state-owned homes, CCHC-owned homes, and properties in which we rent space.
- Schedule regular visits to the properties to ensure they are well-maintained. Be prepared for any minor on-site repairs. (a toolbox will be provided to keep with you in your vehicle)
- Must have strong assessment skills and the ability to provide support and guidance to Directors.
- On-call rotation every other weekend.
- Review of bi-annual environmental checklists for each property. Follow up as needed, and upload the completed copy to the server.
- Ensure all properties (state-owned, CCHC-owned, and rented) are in compliance with all state, licensing, and fire marshal requirements. Including all license renewals every two years and annual on-site State Fire Marshal (SFM) inspections and reports.
- Schedule and attend annual SFM inspections of all Looking Upwards properties, ensuring a copy of the Fire Marshal’s report is placed in each program’s Fire book and uploaded to the server.
- Ensure programs that have wells, boilers, and septic systems are inspected as needed in accordance with licensing regulations, and the inspection reports are placed in each program’s Fire book and a copy is uploaded to the server.
- Meet with contractors or other officials at properties to ensure needs are thoroughly and accurately represented.
- Utilize a capital improvement plan to prioritize maintenance needs for agency-owned homes.
- Oversee improvement projects working closely with agency staff, house Directors and contractors.
- Ensure all required safety inspections are completed, and a plan of correction is implemented
- Prep for anticipated weather events in conjunction with Administrators Mandatory Qualifications and Competencies Be at least 18 years of age; Any combination of education and experience that would provide the required skill and knowledge for successful performance would be qualifying.
Typical qualifications would be equivalent to: Bachelor’s Degree in facility management or business preferred Three years minimum experience in a related position Self-motivated, highly organized and ability to work in a team environment; professional demeanor with employees, vendors and contractors Attention to detail required and must be willing to manage an ever-changing workload; patience and flexibility are important Completion of the National Criminal Background Check Valid driver’s license with acceptable driving record, MVR check Access to and provision of an insured automobile on an ongoing basis Leadership – demonstrates knowledge and support of Looking Upwards, Inc. mission, policies/procedures, confidentiality standards, and the code of ethical behavior Ability to complete CPR, Human Rights, and other required trainings Effective oral and written communication Capable of reading and comprehending policies and instructions, and using varying degrees of independent judgment and discretion Ability to respond to emergency situations at all times Working knowledge of Microsoft Office, Excel and Smart technology Time management/ability to prioritize/set goals and execute steps in a plan Ability to delegate, hold others accountable and give feedback to others Self-motivated Ability to meet deadlines and solve problems Open to new ideas and constructive criticism
Essential Physical Demands:
Must be able to safely operate tools and equipment (agency lift van, barrier free lift, other adaptable equipment and RX supports; phones, copy machine, computer,). Must be able to exert up to 100lbs with two people and lift up to 50lbs independently. The physical demands exceed those of sedentary work, as the position frequently requires walking, standing, reaching, stooping, bending, pushing, and pulling.
Work Environment:
Participation indoors as well as outdoors during all seasons.
