JOB SUMMARY
The City of Birmingham is currently seeking a qualified and experienced Natural Hazard Administrator. This is a critical leadership position aimed at enhancing the City’s preparedness and resilience in the face of natural disasters. This position is responsible for the development, implementation, and continuous improvement of the City’s natural hazard emergency response plans. The Natural Hazard Administrator works closely with local, state, and federal agencies to ensure a coordinated and effective response to natural disasters. Key responsibilities include evaluating and enhancing emergency response strategies to ensure compliance with applicable State and Federal laws, regulations, and guidelines. The Administrator also manages hazard mitigation and floodplain management grants, including applying for funding, documenting expenditures, coordinating public outreach initiatives, and preparing detailed reports in accordance with grant requirements. Additionally, this role involves supervising and assessing the performance of professional and para-professional staff involved in hazard planning and response activities.

QUALIFICATIONS
The following are job-related qualifications that are required for employment consideration for this position: Experience in storm water/floodplain management including floodplain resource planning studies and analyses, NFIP permit requirements, and flood risk assessments/mapping. Experience with hazard mitigation/disaster recovery programs including developing management plans, protocols, and procedures. Experience in grant writing, administration and management of funds in accordance with grant guidelines. Experience supervising subordinate professional/administrative staff to include activities such as conducting performance appraisals, making selection decisions, reviewing work, handling or making recommendations regarding disciplinary action.
PREFERRED QUALIFICATIONS
The following are job-related qualifications deemed desirable by the City of Birmingham. These qualifications may be considered by Birmingham when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes. Bachelor’s degree in Civil Engineering, Environmental Engineering, Urban or Environmental Planning, or a Water Resources related field. Certified Floodplain Manager (CFM). American Institute of Certified Planners (AICP) Certification (especially certification in Hazard Mitigation).
TYPICAL JOB DUTIES
Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits. Coordinates disaster response, crisis management and recovery activities by working with other agencies, conducting reviews and inspections, and preparing/maintaining plans in order to meet the requirements for disaster and long-term recovery assistance. Directs activities related to flood mitigation by maintaining and reviewing records, preparing reports, and working with other agencies in order to minimize potential impact of flooding and to ensure local, State and Federal hazard mitigation program objectives and requirements are being met. Manages regulatory and non-regulatory floodplain, stormwater and watershed development programs by ensuring compliance with federal, state, local and departmental regulations and procedures in order to ensure the efficient and effective delivery of development services, capital improvement programming services and watershed planning services. Organizes public outreach activities related to disaster preparedness and recovery, flood mitigation, and development issues by coordinating and speaking at events in order to provide relevant information to the public. Performs various administrative functions directly related to disaster recovery, floodplain or water resources management by preparing reports, managing files, and serving on various advisory boards to ensure department is operating efficiently and within compliance of regulatory standards. Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
PHYSICAL DEMANDS
Job involves physical exertion required for sustained periods of light physical activity such as walking or standing. May involve occasional lifting of items or objects weighing up to 50 lbs.
WORK ENVIRONMENT
Work is primarily conducted indoors in an office setting with occasional field visits to outdoor worksites. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work involves the use of a variety of equipment related to inspecting construction sites including, but not limited to: calculator, measuring devices, levels, etc. Job may require exposure to potentially hazardous work conditions (e.g., working in and around traffic, construction zones, heavy equipment). Job may also require exposure to inclement weather when working outdoors (e.g., extreme heat, cold, rain, snow, wind, etc.).
