JOB SUMMARY

The City of Birmingham is seeking a qualified and driven Systems Analysis Manager to lead the delivery of information systems projects and initiatives across multiple departments. This role involves analyzing business processes, translating requirements into IT solutions, and overseeing application and hardware testing. The Manager also handles administrative functions such as budgeting, procurement, and bid processing, while supervising a team of analysts, developers, and support specialists.

$88,462.40 – $137,217.60 MINIMUM

QUALIFICATIONS

The following are job-related qualifications that are required for employment consideration for this position: Experience administering system security for specified enterprise systems (including creating, managing and applying appropriate security roles) in order to ensure proper security access to the system data and processes. Experience working with third-party vendors and/or consultants regarding enterprise system configuration, support, and maintenance issues that include specification design and development oversight, as well as testing and integration within other applications. Experience leading aspects of the configuration and implementation of enterprise projects and upgrades in order to ensure successful execution and mitigate and resolve technical issues. Experience troubleshooting enterprise reporting programs and systems, diagnosing the causes and implementing/facilitating the implementation of appropriate solutions. Experience using data collection systems and analytical techniques to acquire data from multiple data sources, analyzing data, and generating needed reports to support departmental and organizational operations. Experience supervising or managing a team of employees in an IT or related field. Experience developing, coordinating, and managing projects through the full project life cycle including analysis, creation, and completion.

PREFERRED QUALIFICATIONS

Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, Organizational Behavior, Industrial-Organizational Psychology, Information Systems, or a related field.

TYPICAL JOB DUTIES

Prepares, monitors, and administers departmental or organizational budget by reviewing spending trends, expenditure reports, analyzing financial data and ensuring expenditures are within annual budgetary limits. Oversees contract, bid, and maintenance agreements to ensure compliance and monitors contract service in order to assist with vendor-user relationship and resolve issues. Oversees the day-to-day functioning of reporting divisions by monitoring efficiency of service delivery, programming, systems analysis, system design, network communications, audiovisual support, network support, help desk support, documentation, and data conversion. Manages Information Technology strategic issues, initiatives, plans, and priorities within a team to create and manage. Determines IT needs, requirements, options, and solutions through interviews, observations, analysis, and research in order to ensure efficient workflow and processes using available resources. Remains abreast of management and leadership principles and hardware and software industry trends in current and future capacities. Manages and coordinates request for proposals and bid specifications by working as a liaison between users and vendors to determine system-software compatibility, costs, and services provided in order to make recommendations on vendor selection for software support, development, and/or integration. Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.

PHYSICAL DEMANDS

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT

Work is conducted almost exclusively indoors in an office setting. Job may require working on call 24 hours per day, 7 days a week. Work involves use of standard office equipment, such as computer, phone, copier, etc.
