The Substance Use programs serve adults and adolescents and include both SU and Co-Occurring Intensive Outpatient and Outpatient Services. This position supervises the development of these programs and coordinates the provision of all SU services.

DESCRIPTION OF DUTIES

Develop, implement, and provide staff training on Policies and Procedures for the Substance Use Program. Ensure SA Programs are following the policies and procedures, adhering to DMH, State and Federal regulations. Monitor SU programs to ensure they remain in budget. Serve as part of Core Leadership and Management Forum teams. Serve on the Performance Improvement Committee. Maintain Programs’ readiness for DMH Site Reviews for certification and Life Safety. Prepares necessary data and reports for DMH, Alabama Council, Executive Director, Clinical Director, and others as needed. Ensures consumer safety, including the safety of buildings and structures used by SU Programs. Manage the day-to-day operations of the SU Programs. Provides or arranges for necessary clinical supervision of SU staff. Responsible for hiring and maintaining program staffing to meet the requirements of programs. Conduct performance evaluations for all SU staff. Ensure staff meet productivity requirements and all other documentation requirements for all SU programs. Develop and expand community-based programs for Substance Use programs, serving as liaison with other agencies, courts, and other agencies. Coordinates with other agencies to address needed community services. Participate in interagency opportunities to facilitate positive working relationships between Carastar and other agencies. Submit proposals as appropriate for program development. Conducts SU program staff meetings monthly to disseminate DMH and agency information, to include but not limited to, in-services on program requirements, policy and procedure, and measures needed to improve delivery of services. Ensure all SU program staff meet minimum training as required. Provide direct services to consumers as needed as part of supervisory duties or programmatic needs- (does not carry a caseload) Accept or reject referrals to program from internal and external sources. Responsible for the maintenance and upkeep of vans, equipment, and any other Carastar property assigned to the SU programs. Conduct reviews of SU program clinical records, approving documents in a timely manner as needed. Any other clinical or administrative duties required by supervisor.

REQUIREMENTS

Ability to utilize various treatment modalities including individual, family and group therapies. Demonstrate basic awareness and use of research techniques for the purpose of program/client evaluation. Considerable knowledge of dynamics and pathology of human behavior. Ability to administer and develop budgets. Ability to train, supervise and motivate staff. Ability to use good communication skills, both written and verbal. Knowledge of psychotropic drugs, their use, misuse, desirable and undesirable effects.

QUALIFICATIONS

Graduation from a recognized college or university with a master’s degree in psychology, counseling, social work, or related field with a minimum of five years supervised clinical experience post master’s degree. Must be licensed or license eligible in counseling, certified social work, or as a psychologist in the state of Alabama, OR hold a substance abuse counselor certification credential from the Alabama Association of Addiction Counselors, National Association of Alcoholism and Drug Abuse Counselors, Alabama Alcohol and Drug Abuse Association, or International Certification and Reciprocity Consortium/Alcohol and Other Drug Abuse, Inc. Progressive supervisory experience preferred. Must hold and maintain a valid driver’s license Must maintain a driving record that is acceptable to Carastar’s insurance carrier. Must maintain at least liability coverage on personal vehicles.
