QUESTIONS
POSITION SUMMARY Plans, directs, manages, supervises and coordinates assigned programs, activities and operations of the Treasury Division of the Finance Department including the structuring, placement and methodologies for financing of City infrastructure, debt administration and compliance, investing and managing public monies and cash control/forecasting. This is a Non-classified “at-will” position and not subject to Civil Service Rules or any collective bargaining agreement. This job classification is in Management Category I for benefits purposes.
ESSENTIAL JOB FUNCTIONS

Supervises the work of assigned personnel; delegates and reviews assignments
Interviews candidates for employment and recommends in the interest of the City, that eligible applicants hired and that employees be transferred, promoted, reassigned, disciplined or terminated; participates in the administration of collective bargaining agreements and in the adjustment of grievances
Works with Investment Advisor for the City to propose, execute, evaluate, and monitor the City’s investment and management of public monies, and related policies and procedures, including custody of all cash, investments and securities
Supervises the receipt of City monies; oversees the collection of municipal revenues; reports on the revenues
Prepares annual budget estimate revenues and expenditures; analyzes division staffing and operating needs; monitors and approves division expenditures
Assist Budget Office with revenue forecasting for major General Fund revenues
Supervises the investment of the OPEB Trust fund; studies, reviews, and evaluates investment strategies; recommends changes to the OPEB Board
Makes recommendations to the department director regarding City ordinances, operational policies and procedures as it affects the Division
Manages grants accounting function including FEMA reimbursement process
Manages contracts related to division operations including management of banking services and citywide credit card operations
Responsible for Federal Arbitrage compliance on City debt to maintain its tax-exempt status
Manages the preparation of financial and narrative material for bond rating agencies
Primary contact for the City’s Financial Advisor for issuance of debt
Manages preparation of annual bondholders reports; assists with audit preparation
Prepares reports, summaries, budget narratives, analyses, and performance measures; develops, tracks, analyzes, and reports on performance measures
Performs related work as required
JOB REQUIREMENTS & WORK ENVIRONMENT
Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or related field
Five (5) to seven (7) years of experience in financial management of a government entity with at least three (3) years of previous supervisory experience required. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
