DESCRIPTION

This position is responsible for assisting with efforts toward the development of grant applications and the implementation of projects administered by the Farmworker Career Development Program (FCDP) Section. This position assists the Senior Educational Program Director in acting for the Department of Education in fulfilling technical responsibilities associated with managing and monitoring the National Farmworker Jobs Program (NFJP) administered by the U. S. Department of Labor under the authority of Workforce Innovation and Opportunity Act (WIOA) Title I, Section 167. This position will also be responsible for conducting

US DOL/ETA

required on-site program and fiscal monitoring of FCDP sub-grantees in accordance with federal and state expenditure guidelines and providing technical assistance and guidance to sub-grantees as it relates to the accurate submission of monthly grant data through an Excel-based reporting system. This position is responsible for generating required quarterly program and fiscal reports to the U.S. Department of Labor, the submission of financial expenditure data to the FDOE Comptroller’s office, and acts as the office point of contact for coordinating contractor activities and deliverables as they relate to the overall implementation of tracking and report generation systems associated with Farmworker Career Development Program. This position will assist the State Director with in-depth data analysis, pre-apprenticeship implementation, and develop partnerships with CareerSource Florida through the state.

DUTIES & RESPONSIBILITIES

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations. The Senior Educational Program Director plans, organizes, and directs the formulation of procedures and methodology to fulfill the responsibilities of the Department of Education to the National Farmworker Jobs Program (NFJP) under the provisions of the Workforce Innovation and Opportunity Act (WIOA). The Senior Educational Program Director coordinates the statewide delivery of employment and training services and supportive services to eligible farmworkers under the Workforce Innovation and Opportunity Act; The Senior Educational Program Director manages provision of Pesticide Safety Training (PST) under the Worker Protection Standard of 1990 and WIOA’s mandated collaboration with the Florida Department of Agriculture; The Senior Educational Program Director directs a staff that is responsible for statewide data collection and reporting under WIOA; provides program leadership in all activities relative to the negotiation of sub-grants; is responsible for providing technical assistance and allocation of funds to projects for program delivery; is responsible for planning, monitoring, reviewing, evaluating, and maintaining accountability of programs funded under WIOA Title I, Section 167 (National Farmworker Jobs Program

  • NFJP) and other fund sources.

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Directs the development and submission of an annual WIOA Title I, Section 167 National Farmworker Jobs Program (NFJP) grant application and program plans. Negotiates the annual service delivery plan with the U.S. Department of Labor. Makes decisions regarding allocation of program resources in accordance with U.S. Department of Labor and NFJP priorities. Administers project applications and project amendment requests. Initiates and maintains continued collaboration with the Florida Department of Agriculture as mandated by under the Workforce Innovation and Opportunity Act. Directs the delivery of Pesticide Safety Training under the Worker Protection Standard of 1990. Directs staff in carrying out compliance monitoring and evaluation of projects and implementation of corrective action. Directs data collection and analysis of program and fiscal data. Directs development and submission of reports required by the U. S. Department of Labor and other funders. Participates in the development of employment, education, training programs and family literacy efforts for local implementation. Represents Florida at state and national farmworker conferences and participates in technical assistance workgroups of the Departments of Education and Labor. Represents the Department of Education as a member of the Association of Farmworker Opportunity Programs and as a member of Technical Assistance Teams established by the United States Department of Labor. Directs the maintenance of inventory for property purchased with federal funds. Designs and implements staff development training for project personnel. Employee complies with guidelines of Section 215.422, F.S., as it pertains to the direct responsibilities of this position and the Farmworker Career Development Program Section.
Administers and coordinates work assignments and periodically reviews and evaluates the performance of the staff through regularly scheduled meetings and individual conferences. Leads collaboration with DOE Registered Apprenticeship Program.

Duties include the following:

Collaborating with FL DOE State Registered Apprenticeship staff
Investigating establishing a FCDP Pre Apprenticeship program
Presenting at the Florida Apprenticeship Conference
Co-chairing a Population Outreach committee with CareerSource and DEO Coordinates FCDP Annual Conference with CareerSource Workforce Professional Development Summit.

Duties include the following:

Serving on the Summit conference committee
Participating in monthly Summit conference committee meetings
Organizing Summit details regarding venue, speakers, workshops Coordinates and monitors the new participant database, Employ Florida. Duties include the following additional responsibilities: Training FCDP staff on Employ Florida
Transferring data from CRD to Employ Florida
Verifying accuracy of data in Employ Florida
Attending Employ Florida training
Updating data in Employ Florida
Monitoring program compliance in Employ Florida Performs other duties as assigned.

The ideal incumbent has a working knowledge and understanding of state rules and regulations regarding personnel management—someone who excels in working under tight timeframes with competing deadlines. Organizational skills and the ability to multitask are key to completing the duties and responsibilities of this position. Since this position travels and presents at conferences as well as provides training on a needed basis, the prospective applicant needs to be able to travel and is comfortable presenting to people and training new staff.

MINIMUM QUALIFICATIONS
Required Licensure/Registration/Certification/Experience or Education:

FCCM Two to four years of professional experience in (grants management and development).
Ability to communicate effectively including verbal and written communication.
Experience in creating and implementing budgets.
Experience with project management. Ability to provide work samples of writing skills for grammar, editing and communication review upon request.

Preferences will be given to: Applicants who meet both the professional and educational experience.
