JOB SUMMARY
The Assistant Finance Director is responsible for assisting the Finance Director in managing, directing, and supervising the activities of the Accounting Department and for performing highly complex professional-level accounting analysis. The Assistant Finance Director will provide input to the development of policies, procedures and processes and is responsible to explain and interpret policy to all employees in the Accounting Department and to employees in other District departments as necessary. The Assistant Finance Director will be involved with the planning, development, implementation, operation and coordination of the Financial Management System with integration with Financial, Golf, Recreation and Human Resource systems. The Assistant Finance Director is responsible for supervising the various accounting department functional areas which include Revenues and Receivables, Expenses and Accounts Payable, Property Accounting, Special Assessment Billing and Collection, Property Damage, Cash and Financial Reporting for 15 Residential Districts, 4 Center Districts, 2 Dependent Districts and 1 Family Residential District. The Assistant Finance Director is responsible for preparing and monitoring the Accounting Department budget regarding staffing, computer equipment, materials and supplies, and contractual services. This position also has the responsibility to make recommendations for short-range and long-range planning related to automation, future systems, and technology within the Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
(Includes, but not limited to) Directs and supervises professional-level staff in the Accounting Department; supervises the various accounting department functional areas which includes Revenues and Receivables, Accounts Payable, Property Accounting, the Accounting for Special Assessments, all aspects of the general ledger, Cash and Financial Reporting. Oversees the billing of the annual assessments, both debt service and maintenance, and the collection of the funds for these assessments; works directly with Sumter, Lake and Marion County offices to assure the effective transmission of data to and from the Tax Collection offices. Works with Bond Council, District leadership and financial advisors to prepare Bond Offering Documents; ensures bi-annual payments are made and compliance with all post bond issuance requirements, including EMMA reporting and covenants. Evaluates staff performance and provides guidance as required; identifies training opportunities and ensures appropriate staffing at all levels. Participates in the selection and evaluation of new accounting employees. Recommends to the Finance Director for final approval the successful completion of probation periods, or the separation of assigned employees. Ensures appropriate internal controls are enforced for the proper accounting of all financial transactions. Oversees audit engagement by District external auditors and prepares audit reports and state mandated financial reports. Provides accounting advice to the Finance Director, Assistant District Manager, District Manager and other senior staff, as appropriate. Responds to inquiries and provides interim accounting reports and advice on an as required basis. Functions as the Finance Director in their absence. Supervision All Finance Staff. Additional Performs other duties as assigned. May be expected to perform additional duties in an emergency.

MINIMUM EDUCATION AND EXPERIENCE
Bachelor’s Degree in Accounting or closely related field with a minimum of five (5) to seven (7) years of supervisory and professional accounting experience in Florida Government. Master’s degree in Accounting or MBA preferred. Certification as a Certified Public Accountant and/or Certified Government Finance Officer is preferred.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
Valid Florida Driver’s License required. Certification as a Certified Public Accountant and/or Certified Government Finance Officer is preferred. All candidates and employees must successfully pass background screening.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Knowledge Must demonstrate working knowledge of Community Development Districts. Must demonstrate working knowledge of tax-exempt municipal bonds. Skills Proficient personal computer skills, preferably knowledge of the Microsoft Office package involving Word, Excel, and Access, Outlook and PowerPoint and governmental accounting software required. Abilities Proven ability to provide excellent customer service to our residents. Excellent verbal communication skills and professional appearance.
