Expected Starting Salary Range:

$58,141.44•$75,583.87 This position provides administrative support for economic development projects submitted by the Bradenton Area Economic Development Council (EDC) to Manatee County Government. Administrative functions are, but not limited to, facilitation of rapid response permitting, preparation of incentive agenda packet for EDC review, sending award letter and final funding agreement to projects, invoicing/fiscal review and incentive payments and other tasks and responsibilities related to the Development Services Department. Working Conditions Indoor/Outdoor environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. May be required to work other than normal business hours. Job Description Essential Functions These are intended only as illustrations of the various types of work performed. Demonstrates a high degree of professionalism as economic development projects are confidential in nature and require discretion and tact. Facilitates the rapid response team with development process, including planning and permitting of horizontal and vertical projects. Maintains data on assigned projects. Provides direction to clients and developers on all aspects of permitting and inspections. Understands and interprets plans and schematics. Prepares plans, presentations, and reports related to focus area of assigned work. Presents data, trends, research, and analysis in a variety of formats including reports, maps, charts, graphics, dashboards, and interactive tools. Provides general support to the EDC with but not limited to, economic development incentive programs, ensuring compliance with economic development incentive agreements and processing incentive payments annually using approved invoicing procedures. Participates in project scoping and rapid response permitting meetings. Facilitates project completion. Identifies areas of concern and recommends solutions. Performs economic, fiscal, and incentive impact analyses and prepares reports reflecting performance and recommendations. Conducts specialized research in support of economic development projects. Provides comprehensive reports on industry trends, competitors, businesses, work programs, employment, demographics, land use, real estate, parcel data, economic and fiscal impact, and other relevant information with focus on GIS map creation, production, and analysis. Performs other related work (including weather or other extreme emergency duties) as required. Minimum Qualifications Bachelor’s degree in urban planning, economics, public administration, or a related field. One (1) year experience in Economic Development, Planning, Project Management, or related field Valid driver’s license required, with valid Florida driver’s license within 30 days of hire. A comparable combination of work experience and training may be substituted for education requirements. More Prior budgetary and grant-related experience highly desired.

Knowledge of principles, practices, and techniques of urban and local government planning, public administration, and economic development. Knowledge of financial practices relating to real estate and development. Knowledge of county procurement procedures, finance procedures, and budgeting methods. Strong knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities. Strong knowledge and understanding of computer systems and software applications required to perform job duties. Strong verbal and written communication skills, public presentation skills, and interpersonal skills in order to interact professionally and effectively with staff, management, business leaders, community partners, and other stakeholders. Able to influence others regarding facts, policies, and practices. Works independently with limited supervision.
