Job Description

Deputy Public Works Director 3.6 3.6 out of 5 stars 2401 SE Monterey Road, Stuart, FL 34996 SUMMARY The major emphasis of work is on overall administrative planning and coordination requiring the exercise of management skills, discretion, and sound independent judgment in decision making. Direct the activities of various functional working units related to infrastructure maintenance, cycle based maintenance, flood control, and emergency response. This position works independently and reports to the Public Works Director. In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed. This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

Evaluate current business practices; efficiency of processes; equipment and facilities; and recommend changes and or new programs to meet County and Department objectives. Provide technical assistance to in-house staff and other departments regarding operation and maintenance of roads and storm water systems. Provide proactive strategies for delivering quality customer service; facilitate communication and team based problem resolution. Work closely with County, State, and Federal regulatory agencies, as well as various stakeholder groups to deliver services and accomplish objectives. Participate in a variety of ad hoc County committees, including emergency planning/response, asset management, bargaining unit relations and safety issues. Act as Public Works Department Director in the absence of the Director. Serve as team leader in implementing strategic objectives which involve multiple Divisions. Conduct and attend meetings and conferences to discuss current work problems, policy changes and related matters.

Knowledge of the principles and practices of management as applied specifically to public works programs. Knowledge of civil engineering as it relates to public works. Knowledge of the types and uses of public works equipment and materials related to street, highway reconstruction, and drainage improvements. Ability to make decisions based upon professional judgment need and cost effectiveness. Ability to develop, prepare, and present long range plans and programs. Ability to supervise professional and other employees in the carrying out of various public works programs. Ability to establish and maintain effective working relationships with other governmental units, subordinates and the general public. Ability to express oneself clearly and concisely, orally and in writing. Ability to address civic organizations or other public or private groups on subjects relative to engineering programs and projects. Ability to exercise leadership in a team-based environment. Ability to encourage and foster customer service, employee development and empowerment.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or closely related field and eight (8) years of professional experience in public works engineering in a supervisory, or administrative planning capacity or a graduate degree in civil engineering and five (5) years of administrative planning capacity.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Florida Driver’s License. Must obtain FEMA/National Incident Management System, IS-100, IS-200, IS-700 and IS-800 within 90 days of hire.
