General Description This is administrative, supervisory and technical work in directing the activities of the Public Works Department to include landscaping/beautification, streets, storm drains and capital improvement projects. In addition, this position plans and organizes the work relating to Public Works issue and coordinates with utility entitles on jobs within the City limits. Essential Job Functions This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Coordinates the activities of the various Divisions of the Public Works Department. Coordinates Department work with that of other agencies. Responsibility for the Engineering Division. Reviews the allocation of manpower/equipment. Directs assignments as indicated by budget and/or work priorities. Prepares budget estimates and controls expenditure of all Department funds. Conducts Departmental correspondence. Meets with and answer questions for the public as related to Public Works. Formulates and enforces Departmental rules, regulations, work methods and procedures. Plans for budgeted capital improvement and future projects. Performs general supervision over the work of the entire Department. Performs Public Works inspection in the absence of the Engineer Inspector. Meets with other Departments to coordinate projects and events. Attends meeting with other agencies. Designs minor projects. May perform survey functions including shooting elevations. Resolves conflicts with governmental agencies. Prepares clear and comprehensive reports. Prepares budget requests and funding proposals. Researches and analyzes complex problems and evaluate varies information and data. Performs other related duties, as required. Additional Information Help for Additional Information. Minimum Qualifications Knowledge, Skills and Abilities:

Knowledge of budgetary development, administration and control. Knowledge of principles, practices, techniques and equipment used in modern public works project administration. Knowledge of City streets and application of this knowledge to street maintenance and repairs. Knowledge of principals, practices and techniques regarding stormwater systems. Skills in dealing tactfully with employees, City officials, citizens and the media. Ability to organize, direct and coordinate a wide variety of public services. Ability to communicate effectively, orally and writing. Ability to make effective public presentations. Ability to effectively manage and motivate a wide range of employees with varying skills background.

Education & Experience Requirements:

Bachelor’s degree in Civil Engineering or related filed. Master’s degree preferred. Professional Engineer or General Contractor’s License required. Eight (8) to ten (10) years management experience in a public works/ engineering environment. Must possess a valid Florida driver’s license with a satisfactory driving history throughout employment.
