06/24/2025 3:59 PM Budget Manager- FT $60,709 (DOQ) -Administration The Budget and Grants Manager is responsible for the development, implementation, and monitoring of the County’s budget and grant funding activities. Supports the County’s budgetary planning and resource allocation by analyzing budget proposals, monitoring expenditures, and preparing budgetary reports. This role provides critical insights and recommendations to ensure efficient use of funds, compliance with regulations, and alignment with strategic objectives. Works collaboratively with the Grants Specialist to track revenue and expenditures related to grant funding. Collaborates with department heads, program managers, and staff to develop and manage budgets effectively. Completes technical budget analysis work including reviewing and making recommendations on amounts requested by County departments for operating funds and capital outlay appropriation. Position requires considerable independent judgment in performing duties and responsibilities. Work is performed under the general supervision of the Administrative Services Director.
Essential Job Functions:
Assist in the preparation of the annual operating and capital budgets. Monitors revenue and expenditures for conformance with requirements of the State Comptroller and Auditor General; develops recommendations and justification for adjustments to the budget. Develops the annual budget document in accordance with industry best practices and ensures compliance with applicable State Statutes, including TRIM. Works closely with County departments to analyze and forecast both current and future years’ revenues and expenditures. Prepares and administers annual budgets by serving as a key resource to department leaders, performing various budget related analyses, and routinely monitoring and maintaining budget systems. Prepares quarterly financial report, prepares and reviews purchasing requisitions, prepares, and approves budget transfers, budget amendments, and journal entries. Works with departments and administration to track grant funding and expenditures for auditing/budgeting and statistical reporting and analysis. Manages and maintains the budget and budget systems; directs creation of new accounts and cost centers. Processes budget adjustments as needed. Analyzes budget variances and recommends corrective actions. Research issues related to revenue, expenses, and department budgets. Prepares and reviews billing invoices, coordinates special assessments with contracted vendors and Administration staff. Reviews, monitors, and approves purchases, ensuring expenditures remain within budgetary limits’ implements cost control procedures, monitors accounts to ensure adequate funds to meet departmental needs, and makes recommendations for reallocation of funds as needed. Manages financial and budgetary aspects of grant activities to include maintaining adequate records to document allowable costs and revenues attributable to each grant project. Prepares and submits reports required by the Board of County Commissioners, Government Financial Officers Association, and federal, state, and local agencies. Prepares ad hoc financial reports for revenue, expenses, and reserves as requested by the Board of County Commissioners. Prepares agenda items for the Board of County Commissioners discussion and/or approval. Supervises assigned staff, monitors their performance, and completes evaluations. Serves as the alternate Administrative/Finance Section Chief. Performs other work-related duties as assigned. Minimum Qualifications:
Thorough knowledge of current techniques of budgetary and accounting concepts applicable to governmental agencies. Thorough knowledge of practices and procedures associated with State and Federal grant financial monitoring. Ability to exercise judgement and discretion in applying and interpreting rules, regulations, policies, and procedures. Ability to meet deadlines throughout the budgetary process and during the fiscal year. High attention to detail and accuracy. Ability to work collaboratively and manage multiple priorities in a deadline-driven environment. Ability to communicate effectively orally and in writing. Education and Experience Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Finance, Economics, Public Administration, or a related field. Two (2) years of experience in governmental budgeting, accounting, financial analysis, or a related role is required. An MBA/MPA or professional certification may be substituted for one (1) year of required experience.
