JOIN OUR TEAM AS A COMMUNITY DEVELOPMENT SPECIALIST – HOUSING!
Coordinates the activities of County housing programs with a team responsible for the development, implementation and delivery of federally and state-funded housing programs. Coordinates with multiple housing not-for-profit partners for the acquisition, development and disposition of properties, as part of comprehensive local, state, and federal housing and community development programs. Qualifies and directs applications for assistance to eligible Pasco County residents. Essential Job Functions Intake, process and point of contact for designated countywide housing assistance programs. Review income eligibility for households. Meet individually with clients to assist with applications and income eligibility. Assist with home buyer’s education, lender/realtor training and program outreach. Assist with accurate and timely creation of program documentation; report preparation; coordination with County departments, public, not-for-profit partner agencies and residents; maintenance of program records and preparation of agenda items for Board of County Commissioners meetings. Oversee the down payment assistance program with County staff, subrecipient and developer agencies, and Pasco residents in conjunction with State and Federal funding sources to comply with Federal, State, and County guidelines. Manage housing not-for-profit agency contracts to ensure projects are completed in a timely, efficient, and correct manner. Assist agencies, including Habitat for Humanity affiliates, with completing tasks required to build new homes or rehabilitate existing homes. Guide agency partners through the property acquisition, management, and disposition processes. Monitor budgets and financial commitments and ensures all funding source requirements are met. Responsible for housing files’ audit and compliance. Properly handle and maintain sensitive/confidential information and apply statutory procedures for file creation, retention, protection, retrieval, transfer and disposal. Develop and manage requests for proposals/qualifications, bid documents, contracts/agreements and other documents in the award and administration of the housing programs. Create highly detailed financial documents to include mortgages, loans agreements and modifications, title commitments and real estate closing documents. Understand and apply extensive knowledge of real estate acquisitions and transfers. Maintain work relationships among professional stakeholders and County agencies including the County’s Attorney’s Office, Clerk’s Office, Tax Collector’s Office and external law firms, lenders, title companies. Ability to accomplish projects within tight time constraints. Use loan servicing software and other data base management software. Assist in the completion of the Department’s Local Housing Assistance Plan, Consolidated Plans, Action Plans and other planning documents Perform all work as required and related work in accordance with statutes and regulations related to state and federal grant funding sources to include SHIP, HOME, NSP, and CDBG. as required. Knowledge, Skills and Abilities Knowledge of Microsoft Office programs. Ability to identify problems and creating innovative solutions. Ability to manage and evaluate complex projects. Knowledge of planning timelines and the budget process. Knowledge of federal grant monitoring and reporting requirements. Ability to conduct research and write technical reports. Must be team oriented and able to work with multiple internal and external departments to accomplish projects. Must possess strong verbal and written communication skills. Ability to interpret applicable rules, statutes, and codes. Must be comfortable with public speaking. Minimum Requirements
PHYSICAL SKILLS
: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE
: Graduation from an accredited college or university with a Bachelor’s Degree in Finance, Public Administration, Urban Planning, or a related field. Four (4) years’ of professional urban/regional planning, community development or governmental grant experience in providing service delivery to the public.

: Must possess a valid Florida driver’s license.
