$67,145 – $70,502

FILLEDUnder limited direction, the Community Development Coordinator II provides high-level expertise in leading, planning, implementing, coordinating, monitoring, and reporting of city-wide community development programs and projects funded by federal Community Development Block Grant (CDBG) program, and others as they may become available from time to time, administered by the department.

Community Development Coordinator I:
Essential Functions:

— Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Assists in the development of the city 5-Year Consolidated Plan and Annual Action Plan. Develops and maintains close working relationships with non-profit agencies and organizations, local governments, consultants, and groups. Provides technical assistance and community relations support for various economic and community development programs and services. Prepares reports to city, county, state and federal agencies; makes presentations to the Neighborhood and Affordable Housing Advisory Board, community, and organizations. Monitor changes to laws and regulations affecting community development issues. Perform other duties as assigned.

Program ComplianceSolicits, compiles, and evaluates information and records required for compliance with funding source regulations and executed agreements for delivery of public service programs and/or public facility improvement projects. Documents information accordingly and recommend release of funds in accordance with funding sources regulations and executed agreements. Conducts onsite and desktop monitoring to ensure compliance. Assists in the preparation and review of Environmental Review Records. Conducts research into rules, regulations, and best practices and communicates these effectively, both orally and in writing. Construction Project ComplianceConducts onsite interviews of laborers to ensure compliance with Davis-Bacon Labor Standards.

Provides technical assistance to stakeholders utilizing federal and/or state funds for construction and/or rehabilitation of housing units and facilities. Coordinates with and assists in conducting onsite monitoring. Coordinates, and works closely with city employees and departments such as Code Compliance, building officials and inspectors; monitors the activities and enforcement of existing codes in target neighborhoods. Provides technical assistance related to construction or rehabilitation of public facilities, affordable housing, and commercial property improvements; performs analysis of regulatory compliance and provides guidance to contractors and property owners accordingly.

Essential duties and responsibilities may include, but are not limited to, the following: In collaboration with others, leads the development of the city’s 5-Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report.

Develops and maintains close working relationships with non-profit agencies and organizations, local governments, consultants, and other groups. Provides technical assistance and community relations support for various economic and community development programs and services. Prepares reports to city, county, state and federal agencies; makes presentations to the Neighborhood and Affordable Housing Advisory Board, community, and other organizations. Monitors changes to laws and regulations affecting community development issues and ensures the department and others are following them. Solicits, compiles, and evaluates information and records required for compliance with funding source regulations and executed agreements for delivery of public service programs and/or public facility improvement projects.
