HCV & Modernization Manager Role Overview:

The HCV & Modernization Manager oversees and ensures compliance with property management functions for HCV RAD and LIHTC housing assistance programs, focusing on asset preservation and property oversight. This role demands excellent organizational and communication skills, both written and verbal, along with the ability to report on goal achievement. The candidate should have a history of professionalism, ethics, and effective teamwork when interacting with vendors, partners, stakeholders, and constituents. Project management expertise is required, especially in coordinating apartment renovations/unit turns including kitchen, flooring, bathroom, and appliance renovations, vendor contracting, and overall agency property oversight.

Key Responsibilities:

Affordable Housing Operations Management Foster a welcoming community while ensuring property compliance. Oversee property management maintenance and staff to align with agency values. Directly supervise property managers and maintenance staff to ensure HUD-standard housing quality. Oversee public housing program conversion to HCV/Section 8 and LIHTC program activities to ensure HUD and state regulation compliance. Manage risk, lease compliance, maintenance, and asset preservation including unit and facilities inspections, repairs, and record-keeping. Resolve resident concerns and conflicts promptly and professionally. Provide leadership, evaluation, coaching, and direction to personnel in performance management, problem resolution, professional development, and work assignment completion. Asset Management Oversee efficient unit turnover from vacancy through renovations to lease-up, focusing on kitchen, flooring, bathroom, and appliance renovations and upgrades. Manage capital budget, renovation project management, invoice approval, vendor compliance for asset preservation, and preventative maintenance. Review vendor scopes of work for compliance and payment approval. Support ED in general monitoring of third-party property management services for three Tarpon Springs LIHTC apartment communities ensuring compliance, appropriate staff coverage, resident file quality, maintenance, and tax credit compliance. Policy & Compliance Ensure resident lease compliance and housing stability serving as the Authority’s Hearing Officer. Conduct regular property and unit walk-throughs for third party intermittent inspections. Maintain accurate tenant files and an e-filing system. Ensure quality contracted vendor services and contract administration. Lead procurement and contract execution for capital and professional services. Stay updated on housing regulations and opportunities by attending conferences and trainings. Oversee special projects with funding agencies. Participate in Board governance including production of responding, correspondence coordination and meeting presentations. Sustainability Collaborate with the ED to address affordable housing demands and asset preservation. Assist the ED in implementing department and project goals ensuring compliance with policies and regulations. Propose strategic goals for the agency’s community service impact and asset portfolio. Work with the ED on annual budgets and real estate acquisitions. If a candidate possess a Real Estate Broker license, utilize these skills to support agency mission and portfolio expansion. Participate in advisory committees and civic organizations to promote housing and resident services. Act on behalf of the ED as needed; Perform other duties as assigned by the ED.

Qualifications:

Bachelor’s degree with a strong business, finance, accounting, or public administration concentration. A minimum of 5 years of experience in the HUD housing assistance program and/or asset rehabilitation/capital preservation industry is required. A minimum of 5 years of experience coordinating, contracting, and supervising the completion of apartment units or other housing rehabilitation/capital preservation is required. Professional property management certifications such as CAM, CPM, PHM, HCV, and LIHTC certification are highly desirable. A Real Estate Broker License is preferred but not required. Additional education or training in housing programs, especially Housing Choice Voucher / Section 8 is highly preferred. In addition to RAD, LIHTC, PBRA or PBV Fluency in procurement policy protocols for professional services and capital rehabilitation projects is highly preferred.

Other Requirements:

Valid Florida Class “E” Driver’s License. Must be insurable by TSHA’s fleet/auto insurance carrier .

Physical Requirements:

Able to walk properties and supervise inspections involving some physical exertion. Able to work sedentary in a professional office and during board meetings, trainings, and conference meetings for long periods of time.
