No Purpose of Job The purpose of this job is to conduct various types of analytical, reporting, procurement, and financial related duties for the Transit Department. Analyzes management and department data, procedures, operating systems, and financial policies and procedures in order to identify any redundancies and assess efficiencies; develops, tracks, and updates performance and tasks measures; manages software programs for compliance and fiscal operations; conducts financial reviews of departments and cost of services analyses of services and programs; prepares and monitors annual operating and five year capital budgets; manages all revenue streams to include fares, fees, charges, grants, and donations; performs procurement activities in collaboration with designated department staff; assists with strategic planning; and performs additional tasks as assigned.

Job Related Requirements Work Schedule:

Monday

  • Friday, 8:00 am to 5:00 pm.

Occasional evenings and weekends as needed for special event support. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC’s safe driving policy. Minimum Training & Experience Required to Perform Essential Job Functions Bachelor’s degree in public/business administration, Accounting, Management, Finance, or a related discipline required, with three years of management analysis, auditing, budgeting, accounting or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Master’s degree preferred. Must possess a valid driver’s license. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Develops fiscal year operating budget for the Department; tracks trends, analysis of historical data, and forecasts trends as part of the budget development process; advises Director in achieving budgetary control and resolving budget issues. Collaborate with Department divisions to develop program of projects. Conducts reviews and analyses of operations and fiscal affairs, organizational structure, and responsibilities as it affects the efficiency and effectiveness of the department. Develops measurements of both qualitative and quantitative data; develops evaluation strategies using cost-benefit analysis, regression analysis, time series analysis, and other statistical methodologies to assess programs and services; develops flow charts to represent processes and collaborates with division administrators to develop program of projects, and progress of planned expenditures. Assists Transit Director with department fiscal tracking, reporting and development of capital programs, and SPLOST/TSPLOST-funded projects managed by the Transit Department; develops regular reports that summarize expenditures, current encumbrances, and planned future liabilities for department services and projects. Develops and reports on Transit Department performance measurements, and data collection systems; develops procedures and graphical illustrations to include flow charts to represent processes. Prepares reports and presentations concerning departmental expenditure, revenue, grant, donation, and scholarship findings and develops associated charts, graphs, and spreadsheets for budget development. Directs all aspects of department’s purchasing operations, including RFPs and associated procurement activities, bids and specifications, petty cash, procurement cards, and year-end purchasing. Serves as Transit Department liaison with the Finance Department and Budget and Strategic Development. Coordinates all financial and data management communications within the department and between other departments; provides administrative assistance to Director by composing and disseminating information to staff. Manages software programs for public registrations and financial operations; serves as first point of contact in training staff and resolving related issues. Assists staff in monitoring partner agencies for contract compliance, reports, and recordkeeping to ensure all written requirements are met and staff is able to report on performance issues. Evaluates revenue from all fees and charges, grants, contracts, and donations; works with staff to recommend fee changes based on cost analysis and industry trends. Audits financial operations of all department grants, contracts, cash funds, and point-of-sale operations; recommends appropriate changes as need to ensure integrity of systems. Manage and maintain systems for incident, accident, and customer complaints for the Transit Department. Identify complaints which may have elements which are applicable to ADA and Title VI mandates and refer those complaints to the designated staff person. Serves as a Transit Departments representative for state and federal compliance audits. Monitors the department’s strategic planning process and recommends updates; participates in the ACCGov strategic planning process. Provides staff training on fiscal operations and related policies and procedures. Provides staff training on compliance operations and related policies and procedures. Performs other related duties as required. Knowled g e, Skills and Abilities Knowledge of the policies, procedures, and activities of the assigned department as they pertain to the performance of duties relating to the position of Management Analyst. Knowledge of the management, operations, and functions of the government; organizational structure; and government practices, policies, and procedures as necessary in the completion of daily responsibilities. Knowledge of governmental audit standards and various analytical techniques. Knowledge of department policies and procedures and state and local laws/ordinances. Knowledge of the terminology used within the department. Knowledge of and proficient with computers and assigned software for program registrations and financial operations Knowledge of Federal Transit Administration and Georgia Department of Transportation accounting practices and record keeping standards. Ability to utilize computer software packages such as word processing, spreadsheet, and enterprise financial resource management database programs, and others as necessary to perform management analysis, reporting, and graphic tasks. Ability to communicate and interact effectively with supervisors, management, other staff members, elected officials, and personnel at all levels of government. Ability to organize and maintain an assortment of records and information in an effective manner and according to departmental and/or governmental regulations. Ability to assemble information and make written reports and documents in a concise, clear, and effective manner. Ability to use independent judgment in routine and non-routine situations. Ability to comprehend, interpret, and apply regulations, procedures, and related information. Ability to handle the required mathematical calculations using statistical data. Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Ability to plan, organize, and/or prioritize daily assignments and work activities. Ability to function independently with minimal instruction from his/her supervisor. Ability to utilize financial reports, budget documents, organizational charts, state and local codes, ordinances, and standards in the performance of an audit. Ability to use extensive judgment in interpreting data obtained from reports, work logs, surveys, work samples, and personal interviews, in maintaining standards, and in addressing problems. This position requires:
