This vacancy is located in East Baton Rouge parish.
This position is located in the Support Services Section of the Child Welfare Division of the Department of Children and Family Services. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Seven years of experience in child welfare; OR
Six years of full-time work experience in any field plus four years of experience in child welfare; OR
A bachelor’s degree plus four years of experience in child welfare; OR
An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare.

EXPERIENCE SUBSTITUTION

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT

Possession of a high school diploma or equivalent.
A current driver’s license and access to a personal vehicle.

PROGRAM

MANAGER/ADMINISTRATION FUNCTION

Develops goals, objectives and strategies to effectively deliver required services.
Monitors program performance by directing site visits, case reviews and observation of staff/client contact.
Directs the development and monitoring of corrective action plans.
Conducts child welfare research to determine impact/efficiency of agency services.
Directs the development of agency policies and procedures and assures their compliance with federal and state laws. Reviews proposed and enacted legislation to assess potential agency impact, prepares related program and fiscal analyses, and provides oral testimony when required.
Leads and participates in investigations to explore and determine outcomes in relation to the efficient operations of DCFS.
Directs the development of training priorities, curriculum and delivery of training statewide.
Oversees or serves as state agency representative to support groups, the community and organizations.
Participates in the development of the annual budget request.

CONTRACTS AND ELIGIBILITY MANAGEMENT FUNCTION

Directs and administers the agency’s functions for the review and approval of service contracts for program management, monitoring activities and eligibility operations.
Reviews program performance indicators, contract services database and accounting system reports.
Develops budget recommendations for the programs managed.
Directs the analysis and development of official written agency policies and procedures in assigned programs and program components.
Provides testimony and informational presentations at public hearings, conferences and other forums.
Analyzes the impact of federal, state, and local legislation and administrative policy.
Assists in the drafting of legislation in related programs and reviews proposed legislation in assigned program areas for assessment of programmatic impact.

PROGRAM OPERATIONS MANAGER FUNCTION

Plans, directs and ensures proper implementation of all child welfare programs within the assigned geographic area. Develops and implements corrective action plans to ensure compliance with agency policies, procedures, professional practices and standards.
Identifies client needs and engages with DCFS regional community specialists, community agencies and groups to develop resources that meet the needs of children and families.
