Position Title
Market Sector Leader - Local Public Works
Position Purpose
We are currently seeking a dynamic, experienced Market Sector Leader for Local Public Works to join our team and lead our efforts in shaping the future of public infrastructure projects.
Through engagement with local government clients, this individual will lead the implementation, growth and continuous improvement of the Local Public Works market-specific strategy in line with the TBS compass.
This right person in this role is expected to be an engaged and collaborative member of our Senior Leadership Team (SLT).
Position Overview
The Market Sector Leader for Local Public Works is responsible for overseeing strategic direction, business development, and operational leadership to drive the growth of our public works portfolio. This role involves building and maintaining relationships with key public sector stakeholders, driving revenue growth, and supporting high standards of service delivery in local government infrastructure services. The Market Sector Leader will play a key role in growing the firm’s presence and reputation within the Local Public Works market.
Essential Functions Market Sector Planning & Leadership
- Determine and lead the Local Public Works Market Sector Team
- Develop, implement and continuously improve the market sector business plan, centered around the TBS Compass
- Identify, assign, mentor, and empower Client Champions to cultivate Strategic Clients
Industry Knowledge and Trends - Stay abreast of current industry and market-related events
- Develop and deliver papers and presentations at market-specific venues as well as encourage and support market-knowledgeable associates to do the same
- Actively and consistently participate in social media, posting relevant content to support market sector awareness and growth
Client/Market Research - Review and leverage internal and external client data to advance the business plan for the market sector
- Interface with project teams to mitigate issues with client relations or project delivery management
- Conduct market, competitor, and client research, and share key insights with leadership
- Maintain current industry knowledge and teaming network in Louisiana, Mississippi, Texas and other geographic areas where the firm can viably compete for opportunities
Conduct and Facilitate Business Development - Champion and implement the TBS Marketing Strategy within the Local Public Works Market
- Develop overall client relationship
- Ensure pursuits are updated in customer relationship management (CRM) system
- Collaborate to drive the go/no-go process based upon the TBS Marketing Strategy
- Conduct debriefs for won & lost pursuits
- Develop relationships with the senior executives, elected officials, agency officials, and key decision makers at potential and existing clients as well as teaming partners
- Ensure timely and accurate entry and updating of activities (Client Contact Reports) and pursuits into the CRM system
- Work with Innovative Solutions Group to address client challenges and opportunities
Market Revenue Growth and Profitability Targets - Drive cost control and business development budget management ensuring appropriate return on investment per business development dollar spent
- Set and meet/exceed revenue and profitability projections for the market sector that contribute to the firm’s 1 Year Plan
- Review project management plans (PMP’s) for the market to look for integration opportunities
Personnel Management - Lead, manage, and hold accountable the Local Public Works Business Development Leads (direct supervision)
- Ensure that Client Champions are fulfilling the duties of the Client Champion role (no direct authority; must have the ability to lead through influence)

Minimum Requirements - Bachelor’s degree required, preferably in Civil Engineering, Construction Management, or a field related to the firm’s services or our clients’ operations.
- Minimum of 7 years of experience in the Local Public Works sector, with a focus on infrastructure projects such as transportation, water/wastewater, and municipal engineering.
- Proven experience in business development and client management within the public sector.
- Strong leadership and team management skills, with a demonstrated ability to lead cross-functional teams.
- In-depth knowledge of public works industry standards, regulations, funding, and best practices.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to manage multiple projects and priorities in a fast-paced environment.
- Professional Engineering (PE) license or technical licensure/designation in an adjacent field preferred.
Physical Requirements
The associate is occasionally required to stand; walk; sit; use hands to operate and maneuver, objects, tools, or controls; reach with hands and arms; use manual dexterity to operate keyboard, calculator, and telephone; talk and hear; climb stairs, balance, stoop, kneel and lift up to 50 pounds. Work Environment
The associate works in an office and outside, potentially exposed to a variety of environmental conditions.
Hours of Work and Travel
Position requires 40+ hours per week. Travel to visit clients, tour project sites, and other office locations on a regular basis is required. Nights away from home, and weekend commitments to the firm, its associates and clients are required.
Travel
Extensive travel by vehicle, air or other mode of transportation, in the United States and Internationally will be required for this position.
