OF POSITION
This is an appointed, compensated, full-time employment position with the Town of Auburn. This is a non-union, “exempt” position under the Federal Fair Labor Standards Act (FLSA). The Assistant Town Manager/Economic Development Director is appointed by the Town Manager and confirmed by the Selectboard. The Assistant Town Manager/Economic Development Director position functions as a part of the overall municipal management team to ensure effective and efficient municipal operations. This position performs varied and responsible duties requiring a thorough knowledge of municipal operations, budgeting, and MA general laws, policies and practices. This position requires the use of considerable judgment and initiative in carrying out job functions. This position will oversee the daily activities of the Town Planner and Economic Development Coordinator in an effort to develop and implement the Town’s strategic goals, including long-term planning and infrastructure, economic development and community services. The Assistant will serve as a key advisor to the Town Manager to provide insights and recommendations associated on lead special projects and initiatives, including feasibility studies, capital projects, policy development and infrastructure improvements. This position will work closely with staff and management within DDIS. Candidate should have a proven track record demonstrating ability to introduce economic development initiatives, programs and services to identify, attract and establish the creation of new businesses into the Town for purposes of tax base growth and job creation. Also, a willingness and understanding to utilize all tax incentive options including the filing of special legislation crafted to meet the Town’s long-term strategies and goals. Assists the Town Manager in providing daily oversight of and administration over Town operations, equipment, facilities and personnel. The employee’s duties will include, but are not limited to, the following: Acts as part of the executive management team, and assists the Town Manager in the planning, administration, management, and coordination of the daily operations of the Town, including the implementation of existing Town policies, bylaws, rules and regulations, state and federal statutes and laws. Works with department heads to ensure implementation of the Town Manager’s goals, objectives, and directives. Assists the Town Manager in responding to requests and inquiries from the Select Board, elected and appointed officials, and the public. Assists the Town Manager on a variety of broader Town management issues and on special projects, especially those economic development and planning; provides back-up coverage for the Town Manager in his or her absence, as requested. Assists the Town Manager on a variety of broader Town management issues involving Town-wide planning, green initiatives, citizen issues, and other special projects as assigned, including serving on boards, committees or working groups as assigned by the Town Manager. Performs additional administrative duties in support of the Town Manager as assigned; attends internal and external meetings, Town Meetings, conferences; attends and presents economic development projects and plans along with other pertinent information at Select Board meetings and at other board, commission and committee meetings as assigned. Provides back up for the Town Manager; may serve as the Acting Town Manager in the absence of the Town Manager to assure the continuing and consistent performance of the duties and responsibilities of the Town Manager. Performs any other related job duties as assigned by the Town Manager or required.
EDUCATION, TRAINING AND EXPERIENCE
Bachelor’s degree in public administration, business administration, business management or in another related field; at least 5 years of professional experience in economic development and planning at least 5 years of experience in executive or upper-level management, preferably in a municipal setting; or an equivalent combination of education and experience. Master’s degree in public or business administration with a concentration in economic development or planning is highly desirable. SALARY $125,000 -$160,000 based on experience.
