Job Summary The Public-Private Partnership (PPP) Specialist will lead the identification, structuring, and negotiation of PPP frameworks across BaRupOn’s large-scale infrastructure projects. This role bridges public sector engagement with private capital strategies, ensuring legally sound, financially viable, and publicly beneficial project delivery. The ideal candidate will have experience with infrastructure PPPs, government liaison, risk-sharing frameworks, and multi-stakeholder negotiation. Key Responsibilities Identify and evaluate PPP opportunities for BaRupOn’s energy and infrastructure portfolio Structure PPP frameworks, including risk allocation, revenue models, and incentive alignment Serve as lead liaison to public sector agencies, municipalities, and economic development bodies Draft and review MoUs, concession agreements, term sheets, and regulatory documents Support bid preparation, RFP responses, and joint development agreements involving public entities Coordinate with legal, finance, engineering, and government affairs teams to align project terms Track policy changes, legislative developments, and infrastructure funding programs (e.g., IIJA, IRA, DOE, DOT) Promote stakeholder alignment through community engagement, workshops, and briefings Qualifications Bachelor’s or Master’s degree in Public Policy, Finance, Urban Planning, Law, or related field 5-10+ years of experience in PPP project structuring, public sector consulting, or infrastructure finance Proven experience negotiating PPPs in energy, transportation, or utilities sectors Strong understanding of concession structures, blended finance, and government incentive programs Excellent communication, stakeholder management, and conflict resolution skills Familiarity with U.S. federal/state procurement laws, grant programs, and funding mechanisms Preferred Skills Experience with international PPP frameworks (e.g., World Bank, IFC, USAID, DFIs) Background in municipal economic development or federal loan/grant compliance Proficiency in public sector funding tools: tax-exempt bonds, PACE, TIFIA, DOE LPO, etc. Benefits Competitive salary + PPP structuring bonuses Health, dental, and vision insurance 401(k) with company match Paid time off and holidays Support for industry certifications (e.g., CP^3P) or public finance coursework Participation in equity or profit-sharing tied to flagship projects
