June 24, 2025 NATURE OF WORK The City of Byram is seeking a qualified and motivated individual to fill the position of Public Works Director. This professional will be responsible for the operations of the Public Works Department, which includes managing the Street Department, Sewer Department, and Parks and Recreation Department. The ideal candidate will possess a mix of management, administrative, and technical skills to effectively lead the Departments and collaborate with various city departments, the mayor, and the board of aldermen.

Key Responsibilities:

• Oversee and direct municipal services related to wastewater, streets, bridges, sidewalks, curbs, gutters, lighting, storm drainage, city parks, and area beautification.
• Manage capital improvement projects and the operations of the Department’s warehouse, vehicles, and maintenance.
• Supervise Department personnel, including hiring recommendations.
• Develop, implement, and assess departmental goals, programs, policies, and procedures.
• Prepare and administer the Public Works budget, ensuring compliance with expenditures.
• Address citizen complaints and concerns related to public works functions.
• Ensure compliance with all local, State, and Federal laws about public works.
• Attend Board of Aldermen meetings and prepare necessary reports.

REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS

• Excellent written and oral communication skills for effective interaction with employees, citizens, and city staff.
• Ability to read and interpret laws, regulations, budgets, and safety manuals.
• Competence in planning and coordinating volunteer work.
• Understanding of park and recreation needs within the city.
• Proficiency in computer operating skills, including word processing and spreadsheets.
• Ability to read construction plans, technical publications, and contracts.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• Bachelor’s Degree in Engineering, Public Works Administration, or a related field with five (5) years of Public Works experience, including three (3) years in management or construction supervision; OR
• Associate’s Degree with seven (7) years of Public Works experience, including five (5) years in management or construction supervision.

REQUIRED LICENSES AND CERTIFICATES

• A valid Mississippi driver’s license and insurability by the city’s insurance carriers upon employment.
