This position is responsible for the management of the Administration and Utility Support Divisions, which together encompass nearly 50 staff members. The role involves championing financial and budgeting functions, administering performance and quality assurance programs, overseeing procurement, inventory management, training and development, communications, and supervising a variety of essential administrative functions, including human resources, payroll, and training programs.
In addition to these responsibilities, the Assistant Director will support the development and implementation of department policies and contribute to the advancement of Raleigh Water’s operational and citywide strategic plans.

EXAMPLE OF DUTIES
Financial and Budgeting Oversight:
Lead the development of the Department’s self-supporting enterprise budget, ensuring alignment with organizational goals and fiscal responsibility.
Prepare and present financial reports, analyses, and recommendations to the Director, City Manager’s Office, and City Council.
Monitor the Department’s financial performance, identifying opportunities for cost savings and efficiency improvements.
Division Leadership:
Oversee and direct the Administration Division and Utility Support Division, managing nearly 50 positions across both teams.
Supervise day-to-day operations of the Utility Support Division, which manages the procurement and inventory of multimillion-dollar resources for the Department.
Ensure accuracy and accountability in annual inventory counts and financial reconciliation processes.
Program and Policy Administration:
Administer the Department’s performance and quality assurance programs, ensuring compliance with organizational standards and continuous improvement.
Oversee the contracts and accounts payable functions, ensuring proper procedures and accountability in departmental financial transactions.
Manage human resource programs, including payroll, training, and development initiatives for staff.
Leadership and Collaboration:
Collaborate with internal teams and external stakeholders to ensure alignment with broader organizational and community objectives.
